TOWN CELEBRATIONS COMMITTEE
December 5, 1963
PRESENT: Chairman Barnes, Mrs. Litchfield, Mrs. Bayle, Mr's. Beardsley,
Mr. Fenske and Mr. Gaughan
VISITORS Mr. Alan Green, Mr. Levi Burnell, Mr. Martin Gilman,
Mr. Haskell Reed, of the By-Laws Committee, and
Mr. Lincoln P. Cole, Board of Selectmen Chairman
BY-LAWS
This committee reviewed the By-Laws pertaining to its work with the
By-Laws Committee. Mr. Green asked if the committee had any suggestions
for revising or modifying the pertinent By-Laws in any way. After a
general discussion of the articles regarding pedlers, etc., the committee
felt that the By-Laws should serve to protect the Battle Green and
historical monuments. In regard to Article XXVIII, the establishment of
the committee, it seems to suit the needs as it now stands. Mr. Barnes
felt the by-law should be general enough to allow the coordinated
organizations to operate freely without domination by the Town
Celebrations Committee.
Mr. Fenske questioned the By-Law Committee about unspent funds remaining
at the end of the fiscal year.
CORRESPONDENCE:
Mrs. Litchfield has written the Armed Forces concerning April 19th, and
has received an answer only from the Army. She will write the ROTC units
in December and the high schools in January.
As treasurer, she reported a bill of $70.00 for the plaques. The
Fitchburg Band transportation bill has arrived and been paid.
VETERANS DAY AND MEMORIAL DAY k
After some discussion, it was agreed that these functions would fall
naturally under the jurisdiction of this committee, and the Board of
Selectmen will be so informed. Mr. Fenske mentioned the reason for
including these celebrations was partly financial - one appropriation
for all celebrations would give more leeway.
Mrs. Bayle suggested that we invite the Veteran's groups to meet with us
and Selectman Cole to discuss these celebrations to resolve the questions
amicably. Mrs. Litchfield will invite the commanders of the Marine Corps
League, Veterans of Foreign Wars, American Legion and the Minute Men to ppp
attend our next meeting.
Mr. Gaughan has contacted a Mrs. Lusk of Stone Brook Road in Burlington to
type the permanent records of this Committee.

The next meeting will be held on December 19th to meet with the
Veterans organizations and to get started on the April 19th
checklists.
