TOWN CELEBRATIONS COMMITTEE
November 2, 1961
The Committee met at the Town Offices at 8 :00
p.m. Present were : Mrs. Fox, Mrs. Litchfield, Mrs
Fernberger, Messrs. Douglass, Gilman, Cobb, and
Howard , (presiding) Messrs. Gaughan and Poplawski
were absent Present also were Mr Doland and Mr.
Johnson, representatives from Eastern Mass Associa-
tion.
Considerable time. In fact most of the evening's APRIL 19
discussion, was spent on presentation of facts relevant
to a drum and bugle corps contest on April 19 Ques-
tions previously raised (see Minutes, October 26) were
discussed with the guests who also explained many de-
tails involved in running such a contest . Mr. Dolan
has stated that he will be glad to help us in the event
that such a contest is run. In summary, the discussion
brought out the following:
1 This will be an independent contest and a judge
will of necessity be obtained from the All American
Judges Association These judges are qualified through
oral, written and field trial examination A chief
judge acts as coordinator to insure the proper running
of contests. He will run the contest, interpret rules,
supply other judges, etc. He is responsible also for
conduct of judges, decisions made, and the flow of
units coming on and off the field Eastern Mass Jr
Drum and Bugle Corps Association rules of 1961 will be
used.
2. In order to have CYO corps compete, Msgr. John
Carroll, CYO Headquarters in Boston, will have to be
uuni,auied.
3 Expenses include $65 to units which do not come
in in the first 3 places : (Six units will compete in
this Class A competition in 2 hours) liability insurance
is necessary: a first aid area and registered nurse
must be available ; money to cover the first 3 place
prizes will include $300. (1st) , $200. (2(1) , $100. ( 3d) ;
judges fees
It became quite evident that at this point,
with $1200 to $1300 involved in such a project, some
other organization would have to take over running and
arranging finances, etc , with the TCC as coordinators,
Problems of admission are also complicated since ob-
viously this committee cannot make money on any of its
endeavors.

4 There is some question as to the appropriateness
of this competition on April 19, also about the competi-
tive aspect The Committee agreed that it must insist
on balancing participation between CYO and non-CYO
Eastern Mass. units It was suggested by the chairman
that this be incorporated with the 250th celebration
or turning the entire project over to another group
with all assurances for the town of liability insurance,
the entrance route these teams would take into the town
on a very busy day, all details, the noninterference
with official events and a guarantee not to make money
on it. This committee can have no financial obligation
involved
5 The following motion was passed with four in favor,
one not in favor, and one abstaining:
That this committee authorize a Drum and Bugle
Corps competition on April 19, 1962 from 4-6 p.m to
be sponsored by a group outside this committee, but
provided that the competition can be administered by a
qualified association, and provided further that the
competing teams represent a balanced group with the
CYO contributing not more than 50%, that the sponsoring
organization will insure arrival of competing groups
into the center no later than 1 p.m. , that the sponsor-
ing organization agrees to make no admission charge,
and that they will assume all legal, financial and
insurance protective responsibilities.
Mr Douglass, having been presented with this
lovely challenge, will also take care of publicity for
the affair or see that it does not fall upon Mrs Fox.
THANKS- Other than still needing Bill Madden's biography,
GIVING all is in order The music will follow the proclamation,
and the address will immediately follow the prayer. Six
thousand programs will be given out November 19 unless
available beforehand Someone from the committee will
attend the Ministerial Association meeting November 16.
The Garden Club is interested in doing a display. and
if they don't, the 4-H Club will

prove a sub-committee which we appoint, which will be
responsible to us
U.N. DAY Essays will appear in the Minute Man November 9
issue, with pictures from Munroe School as well It
turns out that Mrs Fox is arranging all details of the
N.Y. trip, even down to ordering theatre tickets The
winners are going November 8 and 9 There is some ques-
tion about the total amount involved in the expense of
the trip.
Next meeting in 2 weeks, November 16.
