Pat Wheatley, and Roly Greeley Lois Brown, member from the Planning Board
was also present and the new Director of the Lexington Bicentennial,
Mr Robert Tarlin A correction to the previous minutes was made as follows
In the first paragraph of the minutes for September 26, 1973 eighth line should
read "not be implemented until after the mock town meeting in November" instead
of the March Town Meeting With this exception the minutes were accepted
Dick opened the discussion of the contents of the warrant for the moc
Town Meeting He felt that there should be multiple choice questions which E
requireyes or no .answers on the of camping, subjectsp g, tourists in the homes,
picnic areas etc The questions should be clear cut A rough draft of the
warrent should be made by November 1 Lois and Roly should work out the details
of the articles The problem of dispensing information to the TMM so that they
would have background information was discussed Suggestions of a telephone contact,
post cards, mail couriers etc were considered It was agreed that the TMM should
have a post card prior to the meeting pointing out the Minuteman articles and the
issues on the warrant
Dick read a letter from Manfred Friedman, a citizen of Lexington requesting
that Lexington withdraw its invitation to the President Steve pointed out that
that type of question should not be up to the Town Meeting It was decided not to do k
anything official with the letter other than to note that the criticism had been raised P
Lub Tar±inaaked at what point have we arrived on the warrant LBu has to oe
able to justify its stand in depth - for example the consideration of trailer parks
Lois reported on the meeting with the Selectmen on these subjects - The Selectmen said
to go forward on planning of picnic areas On the subject of individual hospitality
the Selectmen were not opposed, and on the subject of campsites the PB did not recommend
them but are considering the ways and means Lois emphasized that in considering the
school properties that the PB is not taking school land for granted in any way They
offered a sample proposal which the school committee did not e; pecially favor but at
the moment did not oppose Lois said that she would like a committee composed of
Ken Briggs, Doug Whitney, Roly, Bob Tarlin, Dick Barnes (School Dept ) and someone from
the NE camping Assoc to get together and work out a proposal and then present it
Dick Eaton, for instance, could be very helpful

LBC then began consideration of the form of the presentation to the mock
TM Also the significance of a negative vote was argued Would such a vote be binding
on the LBC? Background information is essential for understanding the problems of
logistics and costs Lois will try to have warrant questions by the October 24 meeting
The presentation of the program and the resulting discussion at the October 25 meeting
at Hanscom Field will be a good preparation for any presentation to the mock Town Meeting
Discussion of details of the April 19, 1975 program proceeded Bob asked
about the first morning parade - what was the reasoning behind it and what about the
timing? He pointed out the difficulties of holding the visitors in Lexington from early
morning to late afternoon - extra time for protective services and sanitary needs Could
the Youth parade be substituted? Members of the LBC described the nature of the
Centennial Legion and why it has been scheduled at that time Steve asked Bob to come
to the Executive Bd meeting with logistics plans and costs He will also invite Ray
Barnes and a representative of the Centennial Legion to meet with LBC and determine
further plans or changes LBC has a commitment with the Centennial Legion and the
Lexington Minutemen are hosts in 1975 We cannot alter our agreement without open dis-
cussion with these groups
Lois announced a MAPC forum to be held at the Sheraton on October 18 at
8 00 P M. The discussion will have specific Town interest Area impact of tourists
visits in Lexington and Concord, commercial opportunity etc will be on the agenda
The meeting adjourned at 10 00 P M.
