Minutes - July 26, 1973
King Howard made note of the notice from Mrs McCurdy that the Selectmen
would like LBC to attend the meeting of August 6, 1973 and Becky was asked to
notify her that LBC would be represented Members present as the meeting was called
to order were, Rudy Fobert, Ray Barnes, Dick Michelson, Fred James, Bob Camp,
Roland Greeley, Tony Mancini, Miriam Butts, and Becky Nussdorfer as well as the
Chairman King Howard Neil Cronin and Steve Politi arrived a little later Bob
Camp was officially welcomed to the committee and he will consult with King either
later in the evening or perhaps Tuesday evening to clarify the tasks Mr Camp will
undertake Jason Baron was present as a guest The minutes were accepted King
wanted to discuss the reorganization of LBC but Roly Greeley told the committee
that Mrs McCurdy had relayed the message from the Selectmen that they would like
LBC to delay firming up any reorganization until after the meeting with the Board
of Selectmen
The memorandum which King is preparing for the Board of Selectmen was read
and discussed in detail LBC noted that the scope of the program will be determined
by the VIP's invited and present; in particular whether the President will be in
attendance Greeley said it is important to re-emphasize that the scope is beyond
our control - the crowds will come King said that it is time to make a decision
as to invitations to VIP's Mr Finigan in Concord is anxious to know our decision
as are the members of the Scottish Rites At a National Historic Park dedication
it is traditinna7 to invito rho Pro oidenx Roland—Greeley made the motion—that
LBC urge the Board of Selectmen to issue an invitation to the President of the
United States to participate in the activities of Patriots' Day weekend This
invitation would be issued in coordination with Concord and the Supreme Council of
Scottish Rites The motion was "that LBC reiterate its previous decision to cooperate
with Concord and the Supreme Council of Scottish Rites in issuing an invitation to
the President of the United States to participate in the Patriots' Day weekend
celebration in April 1975; and request that this be done by September 1, 1973 "
This motion was seconed and voted

King continued with the reading of his memorandum Rudy Fobert noted that
there are certain events which might invite crowds but which are necessary to
schedule At the point where TCC activites are to be mentioned, Ray Barnes took
over with his report Ray said that there is no problem with two parades other
than the time needed to get the units from Concord to Lexington He said that
the time could be moved back for the afternoon parade or an earlier start for the
morning parade Dick Michelson said that there had been an offer from the military
to help with the transportation of the units from Concord Dick felt that the
report should show that LBC is committed to the parade and that that is not a
debatable issue It was also noted that Mrs Magonagle of the Red Cross should be
included in planning for crowd needs during the parades and other events
Miriam gave an outline of her progress with the Arts features of the celebration
She had received four suggestions for application for funding from the Massachusetts
Bicentennial Commission which have to be submitted by August 1, 1973 It was disap-
pointing to learn that neither "They Nobly Dar'd" nor the Masterworks Chorale
will qualify Bob Harris's project which will cost upwards of $100,000 cannot
have matching funds by the deadline Tony said that it should be passed this time
but Workshop '75 will form a non profit organization to receive funds and be
prepared for the next time around Paul Ciano of the Art Department at the High
School had two projects one was an engagement calender with the art work done by
grades 1-12 Matching funds could be met and it would be self-subsisting The
other project was for a Bicentennial decal with the profits from the sale to go to
a scholarship fund Dick Barnes of the School Department had three suggestions
A Rilm and audio strip and a foreign language audio film strip were thought to be
valuable ideas The Cary Library projects are going ahead and can be funded on
their own Rudy Fobert said that Dick Barnes could fill out the application for
State funds using two of the School Department suggestions and combining them.
LBC was uncertain whether to attempt to gain State funds when our main projects had
now been shown inapplicable or to try to get at least some monies for the other
projects The August first deadline is almost prohibitive Greeley made a motion
to authorize LBC Chairman, Mr Fobert, and Miriam Butts to take itemsone and three
of Mr Barnes proposal and to ascertain whether the projects fall into the guidelines,
talk to the Town Manager and present a report of the proposal on behalf of LBC to

the Board of Selectmen at the August 30th meeting This was voted LBC also
authorized the Chairman to endorse the Historical Society program of putting
historical records on safety film for application of State funds This was
also voted
Ray Barnes continued with his report and into the budget figures of the
report He needs guidelines from LBC as to the size of the parade The afternoon
parade will probably be about the normal size because the Centennial Legion units
will be deleted and others included to make up the size TCC also wants infor-
mation as to the floats in the parade The budget is not so far out of line
8,320 dollars is the cost for Patriots' Day This does not include transportation,
other than local There was discussion of number of units, costs, military help
etc Ray will have his part of the LBC report to the Selectmen ready for August 6
The meeting was adjourned at 10 45 p m
Respectfully Submitted,
