L Howard DATE December 22, 1971 SUBJECT Minutes of Meeting of December 22 , 1971 The meeting was called to order by the Bicentennial Committee Chair- man at 8 40 a.m. Those present were Walter C O'Connell Paul D Mazerall Alexander V Zaleski Roland B Greeley James F Corr Raymond Barnes Walter F Spellman Richard Michelson John J McSweeney Kingston L Howard Illness prevented the attendance of Lois W Brown Mr Howard opened the meeting by setting forth two fundemental objectives of the Bicentennial Committee for 1975 1 To share the historical and cultural events sponsored by the Town in 1975 with as many visitors as the Town can effectively accommodate, and 2 To maintain absolute control of the events so that those who have been accommodated can enjoy them These objectives can be achieved only with the cooperation and coordination of all the departments represented at this meeting iir Greeley noted that Two dimensions or planning are required, 1 To meet the extraordinary temporary demands to be erected by the special events of 1975 particularly Patroits Day, and 2 To meet the cr-ii ...cid_ demands resulting from incuriaed interest in our historical heritage, stimulated by the National Bicen- iR7r-d—oe ,�,�, tennial activities in^1976ana.: .wand by the4att action of the Minuteman National Historical Park In response to a series of questions raised by Mr Zaleski, it was indicated that the Planning Board is the proper agency to assume (7-42/- the -rz6the responsibility for .the temporary and permanent requirements for such needs as parking, camping, and picnic areas It was further indicated that the Bicentennial Committee is responsible for identifying other special needs requiring planning a bringing thetkto the attention ' Page-2 rQ df the Planning Board4and, to extent possible, Willi-SP indicati7 4 the A / magnitude of they needs When the activities of any board or department require/ the solici- tation of information or assistance from agencies outside the Town in anticipation of the eventualities of 19/5 it was indicated that the Bicentennial Committee should be used as a clearing house to avoid con- fusion and unnecessary duplication of efforts It was announced that Mr Greeley is the Bicentennial Committee's designated liaison with all row. departments represented at this meeting a- "; +h the Planning Board It was further agreed that the fundamental problems of traffic and transportation could be solved only on a regional basis and would un- dou dilly requirethe expend u, ofmoney for retaining expert advice rt= fXXurther agreed tti/att th regional approach could best be initiated by arranging a joint meeting with Concord which would involve key repre- sentatives of each Town's Planning, Public Works, and Bicentiennial organizations/with invitations to be extended to contigous Town's to send counterpart representatives The evening of Wednesday, January 19, 1972, was tentatively reserved for this meeting Chief Corr indicated that the regional magnitude of the traffic and transportation problems probably would require federal assistance He indicated that the National Guard might be required for control purposes and suggested that a fulltime Regional Director might be necessary to administer the entire program. Mr McSweeney volunteered his personal services to assist in the area of traffic and transportation planning He reported seemingly satisfactory progress on the part of the State D P W in its program for widening Route 2 through Concord in time for 1975 Mr Michelson reported that Concord is *944, g to utilize Hanscom Field for parking and suggested that Lexington undertake an inventory of parking resources in Town as well as at Hanscom. Chief Spellman indicated that his department has two primary concerns protection of life and property, and mutual fire assistance with surrounding towns Mr Mazerall was advised of the strength of community concern to- ward beautification programs particularly relative to Mass Ave Mr Barnes stated that the Bicentennial Committee intended to utilize existing Town resources to the fullest extent possible in the fulfillment of its responsibilities Mr O'Connell actively participated throughout the discussions Page 3 and was most helpful in clarifying areas of responsibility The meeting was adjourned at 10 10 A.M.
