Ourdiscussionsbeganwithaǒƭğĭĭŷźğ͸ƭmemototheBoardofSelectmen:shouldweexpandour chartertoincludewater,aswellasenergyconservation?MusacchiafeltthattheBoardwasOKwiththis request,buthadcautionedustobecarefultoincludeothers(Lex.SustainabilityComm.forexample). ChrisHainesasked:wouldthisbetosavemoney,ortogainenvironmentalbenefits?Bothwasthe senseofthosepresent. ShawnNewellthendescribedsomechallengespresentedbycurrentMass.regulations.Wehavebeen askedbytheƭƷğƷĻ͸ƭDOER\[Dept.ofEnergyResources\]toreduce\[ĻǣźƓŭƷƚƓ͸ƭenergyusageby20%,from abaseline.Rightnow,ǞĻ͸ƩĻonlydownabout5%.Buttherehavebeenmanychangesinoursituation sincethebaselinewasdefined:e.g.,wehavesomeenlargedschoolsnow,ǞĻ͸ǝĻaddedairconditioning equipmenttosomebuildings,andǞĻ͸ǝĻaddednewbuildings,suchastheLexingtonCommunityCenter. NewellhashaddiscussionswithhiscounterpartatDOERaboutallofthesechanges,andhowtheymake itverydifficultforustolowertheƷƚǞƓ͸ƭenergyusage,withoutsomehowamendingthebaselineto accountforthesesignificantchanges.Thesediscussionswillcontinue. Thereareothersortsofchanges,too.Ourschoolsareusedmorehoursperyearnow,e.g.summer programs,withheavyairconditioningloads,whilesomeschoolshavebeenenlarged. 7:40ShawnNewellhadtoleave,toattendtheSpecialTownMeeting.HepromisedtobringtheAnnual ReporttoDOERtoournextmeeting,inJanuary.RaviSakhujaalsohadtoleave.{Hewillalsobeoutof stateduringJan.andFeb.,andhencemissourmeetingsinthosetwomonths.) Therestofthemeetinginvolvedwiderangingdiscussionsofarecurringchallenge:gettingallofthe stakeholderstogetherearlyenoughinthedesignofnewbuildings.Weallknowthatthereareseveral newschools,anewfirestationandanewpoliceheadquartersbeingconsideredbytheSelectmen.Each ofthesewillinvolvearchitects,contractors,equipmentsuppliers,townstaff,consultants,varioustown committeesandtowndepartments.Weallrecognizethebenefitsofhavingadequatethoughtsand ideasfromallthestakeholders ǝĻƩǤĻğƩƌǤƚƓ,asthatisthebesttimetodeterminethegoalsforeach building,andthescopeofeachproject.Theseearlydecisionstypicallyhavethegreatestimpactonthe finalcostofthenewbuildings. So,tohelptheTownkeepthecostsdown,weneedtogeteveryoneinformedandinvolvedearlierthan wehavebeendoinginrecentyears.Butrightnow,wearenotsurehowbesttocausethistohappen; discussionstocontinue.
