Commissioner Absent: Associate Commissioners Present: David Kelland. Associate Commissioner Absent: th Chair Robert Rotberg called the May 15, 2024 Historical Commission meeting to order at 7:00 pm. th AGENDA ITEM #1: Approval of meeting minutes of the meeting held on April 17, 2024 th Mr. Kalsow made a motion to approve the minutes of the meeting held on April 17, 2024 as amended. Ms. Fenollosa seconded. Motion carried with Ms. Bennett in abstention. All in favor. AGENDA ITEM #2: Vote to cancel/reschedule the Historical Commission meeting to be held on th June 19, 2024 th The Commission approved to reschedule the June Historical Commission meeting on Tuesday, June 18, 2024. AGENDA ITEM #3: Public Hearing regarding the roof line change (Additions) at 12 Paul Revere Road APPLICANT (S) PRESENT: Mark Iacocca, Architect Fernando Dalfior, Owner ABUTTER(S) PRESENT: Jeannedarc Haddad, 3 Revolutionary Road. The Commission reviewed and approved the proposed plans. The applicants agreed to adopt the cedar clapboards of the additions to match the existing house. Jeannedarc Haddad, 3 Revolutionary Road, stated that she opposed this roofing line change of the structure at 12 Paul Revere Road. HC COMMENTS: The Commission reviewed this proposed addition plans, and suggested retaining the existing front entry by installing cedar clapboards on the original main block as well as the proposed additions to the left of the house which includes the garage, and to use natural wood shutters in front of the house and to install fiberglass clad wood windows of the whole house. Mr. Kalsow stated that the proposed roofing line change plans of 12 Paul Revere Rd are quite different than 3 Revolutionary Road in that the links to the historic houses are lower in profile than the original historic house. MOTION: Mr. Kalsow made a motion that 12 Paul Revere Road is historically significant and preferably preserved, and find that the proposed additions to the house and selected demolition are in th character with the historic main house as modified by the applicant during the meeting on May 15, 2024 to retain the existing front entry to install cedar clapboards to the original main block as well as the proposed additions to the left of the house which includes the garage, and to use natural wood shutters in front of the house and to install fiberglass clad wood windows of the whole house. Ms. Fenollosa seconded. Roll Call Vote: Mr. Kelland – No, Ms. Pursley – Yes, Ms. Fenollosa – Yes, Mr. Kalsow – Yes, Ms. Bennett – Abstain, Mr. Rotberg – Yes, Motion carried 4 to 1 with 1 abstention. The majority in favor. AGENDA ITEM #4: Continued Public Hearing regarding the partial building demolition and roof line change (Second-Story Addition) at 3 Baker Ave Historical Commission 2 APPLICANT (S) PRESENT: Frederick Gilgun, Attorney Kyle Xue, Architect Zhechun Zhang, Owner ABUTTER(S) PRESENT: None DOCUMENT(S): Updated Proposed plans: dated May 8, 2024 SUMMARY: The applicants explained the updated proposed second-story plans for the structure at 3 Baker Ave. The Commission reviewed the proposed plans and agreed to continue this hearing to June HC meeting with construction material details. No public comments. HC COMMENTS: Mr. Kelland and Mr. Kalsow stated that inserting a whole new second story will dramatically change the appearance of the house, and it will lose its bungalow style. The Commission suggested to continue this hearing to June HC meeting with a set of new drawings which would show the suggested changes and comparison with the drawings of the original house on the same page. MOTION: Ms. Fenollosa made a motion to continue this hearing to June-18-2024 HC meeting. Ms. Bennett Seconded. Roll Call Vote: Ms. Pursley – Yes, Mr. Kelland – Yes, Ms. Fenollosa – Yes, Ms. Bennett – Yes, Mr. Kalsow – Yes, Mr. Rotberg – Yes. Motion carried 6 to 0. All in favor. AGENDA ITEM #5: Input from Commissioners on other matters Mr. Kelland stated that Mark Connor will apply to be an alternate member of Historical Commission. AGENDA ITEM #6: Input from the public on other matters Historical Commission 3 None AGENDA ITEM #7: Executive Session Exemption 3: To discuss possible litigation regarding the Hosmer House Ms. Fenollosa made a motion to move the meeting to the Executive Session under the Open Meeting Law - Exemption 3: To discuss possible litigation regarding the Hosmer House, as the discussion in an open meeting may have a detrimental effect on the business of the Commission. Mr. Kelland Seconded. Roll Call Vote: Mr. Kelland – Yes, Ms. Pursley – Yes, Ms. Bennett – Yes, Ms. Fenollosa – Yes, Mr. Kalsow – Yes, Mr. Rotberg – Yes. Motion carried 6 to 0. All in favor.
