'iir1 4 i' 3 1i SILO Minutes of 13 January 1972 On January 13 , 1972 ,. a. $1LCmeeting was held at the Memorial Li-. brary in, Wilmington, 'Mass., lit, the absence of Chairman John Caswell,, the meeting was conducted; by Vice Chairman Herman Koester, Jr // Mr Koester expressed appreciation to, the host Town, and requested each person to introduce himself: The Chairman's Report incuded that 1 ) With regard to the efforts by Polly Russell (LWV) and others to save the So Sudbury line , it is noted that despite the. "loss of the battle , some rapport is developing. 2 ) All SILC is invited to Lincoln 's BX '80 Environmental Quality Study meeting at Brooks School, 8pm, February 15th 3) As none of the SILC Towns other than Lincoln have filed represen- tatives ° appointments with the Chairman, no officer elections can be held at this meeting The matter will be taken up in February at the SILC meeting in Burlington, and Messrs . Caswell and Koester will con- tinue in office until then. The Vice Chairman read aloud part of a letter he had written to Chairman Caswell urging him to continue on as Chairman for another year. Three items on the agenda were deferred until a later meeting. These were a discussion of the Bicentennial Subcommittee; County Relations Subcommittee Report ; and a discussion of West Suburban Regional Re- fuse Disposal Planning Board final report and recommendations .. Mr. Gillis of Wilmington also postponed discussion of Route 62 until Fe- bruary. The remainder of the meeting was devoted to discussion of transporta- tion issues . Howard Forbes , Chairman of the Subcommittee on Trans- portation , stated that SILO will put an issue paper before Secretary Altshul.er. A letter from Chairman Caswell to the Secretary formally inviting him to the February meeting was read aloud. Mr John Wofford, of Secretary Altshuler 's Office , was the first spea-1 ker of the evening He confirmed that the Secretary intends to attend the SILO meeting on the 17th to discuss SILC 'S needs and }'resent the Commonwealth's answers and plans for total, balanced transportation within SILO . Mr Wofford thenoutlinedand amplified the present and projected goals of the Task Force , which are to act as an advisory group to help plan, aid in decision making , and integrate State agen- cies as their activities and policies affect ST) C awl other regions . He stated that the Task Force is responding with enthusiasm and sin- cerity in efforts to help solve problems , and proffered SILO as a pilot and challenge to the State , i .e , what a subregion can do to cooperate with the State , define issues concretely and then use those issues to build , planning short range actions within long range plans . e • tea^ a : ^' 7 . t eigk- - I Y�, ry JY NskS� 4 TsSf°K n zi 6. He emphasized thatthe development of the paper has been the mint effort of : l'.I:_" ,members as Well as representatives front MAPC , ATEA, MDPW and the Task Force personnel. The report 'draft is in three parts 1 ) Organizationnl issues , 2 ) Transportation issues- <z.y,ecific/categorized) , and 3) Questions to be resolved, The business' of tonight 's disbusslon is to help the Task Force amend , by question- 1 i.nsr and commenting, this first drafft, preparatory to a final paper. The goals are for "balanced transportation , a proper mix, proper use of facilities " The matter of "Commuter 'Travel," listed under Trans- portation issues , seemed to be a key area for discussion . Other quesr tlons and comments includedt What is to be dome about railway right of way( s) ? If the NBTP buys 'mmol' rights of way, will those lines stay in transportation? The so-celled little lines are important., Solid waste can and does figure in these plans , that is , movement of fa'e.i:ght . How can railway right be acquired? Existing systems should be upgraded Study of bus stops and parking facilities should be made What are factors in eligibility for funding , such as density of popu- lation? Should the transportation planning region boetter terddeffi7ned d.e- (Pt 9 instead, of Mass Pike as boundary) for purposes walks or bikepaths should be added (for example , Fat. 20) ; this will encourage use of bikes in lieu of autos in many cases Improvement of radial highways would affect Boston facilities or the burden on them We should continue to study the need, if any, for an express- way between 1-495 and Rt. 126, starting at the existing terminus of 1.-290-495. It shouldbe added in the final draft that SILO should be used as a "demo area" as it typifies the low-density type of area. Mr . Humphrey-thanked and commendedthe group for its suggestions It is agreed that the confrontation this type of meeting provides is a giant step toward the goal of a balanced transportation system in the i region.
