T e Housing Authority has received encouragement from the HOUSING
IiIIFA to proceed to plan for a proposal to build small houses
on tax title lots, financed at a little more than 57; interest
by YIiF A. Units would be rented by Lar at a sum not exceeding
25,j of tenant' s income, except that there would be .a rental floor
to as:lu.re self-liquidation of construction expenses. A tenant
would have the option to buy at a later date at appraised fair
market value and would provide money regularly to be held in
es:-row ag al.nst 'she purchase. It was po:iatOd out that the effect
oi this would be to keep the property in rental more or less in-
definitely The provision does obviate the problem of a tenant
selling for prof t and thus taking the property out of the ow-
middle income range.
Mr. Lund presented the preliminary plans of an LIO project to
develope subs&dised bossing at the corner of Garfield. and hickory
Etreets, to be filed with the Board of Appeals undzr Chapter 774.

Miss Scotney spoke to the role of high school repro- MEMBERSiHI_'
" sentatives on the Commission. She said that while she
and Mr. Swets learned a great deal and valued the experi-
ence, they had previously been so isolated from LCSR concerns
that they could contribute nothing, either to the Commission
or to the student body. She felt there is a very low level of
interest in these concerns among high school students and
recommended that if 1IS representatives continued, they should
be students who indicated a real interest. In recruiting
volunteers, LOSR should provide specific information abouts
its activities and organization. Commistion members laNtX
thought that as representation should continue, but only if
interested students could be found,
After some discussion about the present make-up of the
membership, the following votes were taken.
VOTED unanimously, on motion of Mr. Buss. To recommend to
the Board that they appoint a town 2aployee who is a resident,
selected from among people who express an interest and volunteer
to serve.
VOTED unanimously on motion of ,+Irs. Brown. To diman recommend
the appointment of a teacher selected from among school staff who
express an interest and volunteer to serve.
VOTED unanimously on motion of Pars. Clarke: To recommend the
elimination of a PTSA representative.
VOTED on motion of Mr. Turner- To recommend appointment of one
or two members-at-largo. This would give the Board the apportunity
to re-appoint past members who are of particular value to the work
of the Commission at any particular time, or to appoint people who
have a real contribution to make who are not eligible as members
of the specified organizations.
