PBC Minutes for the Zoom meeting held on: 12-6-23.

The PBC Meeting was called to order at 7:05 pm.
The 6 December 2023 meeting was a self-examination of the PBC and its role on projects in general. The
meeting was free flowing in nature and covered the following topics.
· The Integrated Design Policy and its 2007 precursor were joint efforts by both the PBC and Sustainable
Lexington. With every consecutive project starting with the Estabrook School, Lexington’s sustainable
and resilient efforts have gotten more rigorous; all in anticipation of the high school project. The high
school is the real test.
· The PBC and Sustainable Lexington believe that the weeks following the initial data gathering are
extremely important Feasibility Study weeks. SMMA has given an abstract calendar of meetings, but both
the PBC and SL want a better idea of the inner workings from the consultant team of this crucial period.
· “SMMA is being bombarded with stuff. How can we help to the design team be more effective?”
· We all have experience managing very large, complex projects. “We need to find the sweet spot where
we can be the most effective.” Areas where the PBC can add value include but are not limited to:
o Site Logistics,
o Procurement,
o Cost Control and cost estimating
[conceptual through Change
Orders]
o Schedule Control
o Complexity of working in an
occupied building
o Capital projects politics in Town,
o Constructability,
o Bidding strategies,
o Design and Design review,
o Sustainability and resilience,
o IDP implementation,
o Lessons learned,
o Master Planning,
o Commissioning
· The MSBA requires that Owner Project Managers (OPM) be retained on projects like our high school
project. The MSBA also requires that the community have a School Building Committee (SBC); the PBC
has functioned as the SBC on prior projects. Because the high school affects that entire town, it made
sense to cast a wider net. Lexington’s SBC role on the high school is unclear – someone needs to draft
up the SBC role and the roles of other committees, boards, and commissions. Who is responsible for
what?
· We need to have a discussion with staff about roles and responsibilities and revisit this conversation in
February 2024.
