Notes for the December 12, 2000 Committee Meeting

1. Chair John Frey called the meeting to order at 8:00.
2. The minutes from the December 5, 2000 meeting were approved. Next meeting: December
19, 8:00,a.m.
3. Text for Annual Report prepared by John Frey(JF) was approved.
4. Review of Meetings
4.1 Saturday working session with JF, Patrick Mehr(PM),Jim Wood"(JW), and Eva Kasell
(EK). Consolidated drafts; discussed one-year exemption.
4.2 Monday meeting with Glen Gaiter(GO), Planning Board, PM,and IF Problem to
address:no concept of"tree" in CMR 721,MA Building Code. GG suggests separate
submittal to Tree"Commission"(not Committee).
4.3 JW spoke to Bob Boyer, past Planning Board Director.
4.4 Upcoming Meeting with Rick White, Norm Cohen. On agenda: coordination with
Chapter 87,definitions(i.e. Tree Commission).
5. Discussion
5.1 Brian Gilbert(BG) requested the by-law clarify and be coordinated with Chapter 87 BG
and David Pinsonneault(DP)submitted Town of South Kingston R.I. by Law for review
5.2 JW reviewed his draft:triggered by building permit, one-year resident exempt. JW
requested that both drafts(by PM and JW)be submitted to -KS'6�Cfficr�y
53 Matt Foti(MF)said he felt that regulating entire lot too restrictive and one-year
exemption not equal treatment of all property owners and therefore unenforceable. MF
proposed third approach that protected trees in the setback as defined by zoning code.
Ginna Johnson(GJ) said that this approach was consistent for all owners and protected
trees along property lines and the public right-of-way where tree removals impacted the
community Committee members interested in this proposal stayed after the meeting to
draft a revision to be included for review by Town Counsel.
