Reviewed, discussed and compared:
Three by-law drafts that were submitted by Kasell, Mehr& Wood
Voted to use Wood draft as a base and expand three articles to four articles
Wood and Mehr will meet to finalize the draft for full committee approval at the
December 12 meeting
Agreed Upon Issues:
1) By-law should address trees on both public and private land
2) Selectmen should appoint permanent Tree Committee
3) Recommend that funding article for tree replacement be included in by-laws
Outstanding Unresolved Issues:
1) How to trigger tree removal awareness: Building Permit or New Tree Permit
2) Buffer zone or setback from street definition
3) Ways to avoid"cheater" loophole
4) Length of ownership exemption (12 months?)
5) Replacement formula definition- 'inch for inch' or 'tree for tree'
6) Enforcement policy Who? How? Fines?
7) Private property rights
8) Public property (Schools and Senior Center) procedures
9) Tear downs and clear cuts vs. random removal

10)Establish new Assistant Tree Warden position
11)Recommend either $50k/yr or a onetime budget item
