FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 1575 Massachusetts Avenue, exterior alterations (Solar Canopy) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated February 8, 2024 Photographs of entire place of each building elevation visible from the public way: dated February 8, 2024 Material List: dated February 8, 2024 Work Scope Narrative: dated February 8, 2024 Legal Advertisement Authorization Form: dated February 8, 2024 LEX Solar HDC Presentation: dated February 20, 2024 Public comments letters: dated February 29 & March 7, 2024 The applicants explained the proposed revised edge details of Solar Canopy at 1575 Mass Ave. The Commission felt this application was appropriate. Robert Adams has been served as liaison for this application. William Erickson, resident of 31 Sherman St, Jill Melendez Young, resident of 1556 Mass Ave, and Ignacio Fanlo, resident of 1536 Mass Ave, expressed their concerns for solar canopy. Historic Districts Commission 1 / 5 Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1575 Massachusetts Avenue. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the formal hearing for 33 Marrett Road, exterior alterations (Signage) in the Munroe Tavern Historic District Documents Full plan set of proposed alteration: dated February 8, 2024 Photographs of entire place of each building elevation visible from the public way: dated February 8, 2024 Material List: dated February 8, 2024 Work Scope Narrative: dated February 8, 2024 Owner Authorization Letter: dated February 8, 2024 Legal Advertisement Authorization Form: dated February 8, 2024 Support letters from Scottish Rite Museum and Select Board: dated January 30 & 31, 2024 The applicants explained the proposed National America 250 Patriots Marker for the 250th Anniversary of the American Revolution plans at 33 Marrett Rd. The Commission agreed to continue this application to April with detailed site plan because of location issues. Some Commissioners suggested to move the proposed marker into the corner. Edward Adelman and Paul O’Shaughnessy will serve as liaison for this application. Julie Krakauer Moore, Zoning Administrator, stated the application will be approved by ZBA subject to HDC approval. She also suggested to get a detailed site plan showing the location of the sign with setbacks from the lot lines from Marrett Rd and Mass Ave. Richard Elliot, Executive Director of Scottish Rite Masonic Museum, stated he supported this proposed marker and will help to get a detailed site plan. Jerry Michelson, Chair of a Lexington Center Committee, stated that he supported the proposed National America 250 Patriots Marker. The Commission felt this application was appropriate with bracket information to be submitted. No Public Comments. The Commission felt this application was appropriate. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 782 Massachusetts Avenue. Motion carried, all in favor. Chair Paul O’Shaughnessy opened the formal hearing for 6 Locust Avenue, exterior alterations (Fence) in the East Village Historic District Documents Full plan set of proposed alteration: dated August 30, 2023 Photographs of entire place of each building elevation visible from the public way: dated February 7, 2024 Site Plan: dated August 30, 2023 Material List: dated August 30, 2023 Work Scope Narrative: dated February 7, 2024 Legal Advertisement Authorization Form: dated August 31, 2023 Historic Districts Commission 3 / 5 Reliable Fence contract with plan sketch: dated February 7, 2024 Neighbor concerns regarding fence from residents of 996 Mass Ave: dated February 22, 2024 Support letters from 9 Locust Avenue, 7 Locust Avenue & 964 Mass Ave: dated March 3 &6, 2024 The applicants explained the proposed fence installation at 6 Locust Avenue. The Commission felt this application was appropriate with the fence along a portion of the approved boundary between properties at 6 Locust Avenue and 996 Massachusetts Avenue should be stopped at the corner of the barn. Sipra Jain & Atul Jain, residents of 996 Mass Ave, expressed their concerns regarding the fence along with his lot for his barn preservation. Julie Krakauer Moore, Zoning Administrator and fence viewer, recommended to shorten the fence back to the corner of the barn so that the owners of 996 Mass Ave can maintain the barn on their side as required. She stated that the proposed fence must be on the land of 6 Locust Avenue. She suggested to move the fence back from the lot line. Victoria Rothbaum, resident of 9 Locust Avenue, Bradley and Sheena Rosenfeld, residents of 7 Locust Avenue, David Vendetti, resident of 964 Mass Ave, stated that they support the proposed fence installation plans. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 6 Locust Avenue. Motion carried, all in favor. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 812 Massachusetts Avenue, exterior alterations (Rooftop Solar Panels) in the East Village Historic District Documents Updated plan set of proposed alteration: dated February 8, 2024 The applicants explained the updated rooftop solar panels plans at 812 Mass Ave. The Commission felt this application was appropriate. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 812 Massachusetts Avenue. Motion carried, all in favor. Jerry Michelson, Chair of a Lexington Center Committee, stated that he supported the proposed exterior alterations plans at 10 Muzzey St. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 10 Muzzey St. Motion carried, all in favor. INFORMAL HEARING Roof Replacement – Cary Memorial Building at 1605 Massachusetts Avenue The Commission reviewed the proposed roof replacement plans of Cary Hall at 1605 Mass Ave. Summary of Zoning Amendment Update Article 47: Amend Zoning Bylaw – Signs Abigail McCabe, Planning Director, Julie Krakauer Moore, Zoning Administrator, and Sandhya Iyer, Economic Development Director, briefly explained the proposed Zoning Amendment Update Article 47: Amend Zoning Bylaw – Signs. The Commission reviewed the Article 47 Zoning amendment update Bylaw – Signs. ACTION ITEMS st Consideration and vote on Meeting Minutes of the meeting held on February 1, 2024: The st Commission made a motion to approve the minutes of the meeting held on February 1, 2024 as written.
