The Initiating Committee
The Initiating Committee will consist of a combination of community leaders (Selectmen,
School Committee, Planning Board, Town Meeting, Long Range Planning Committee, Chamber,
Clergy, etc.), as well as individuals within the community not actively engaged in the
governance of the community,but with skills and experiences that have the potential of adding
value to the strategic goal setting process.
Charge
The Initiating Committee will develop a work plan to be presented to the Board of Selectmen,
which will include a schedule of public progress reports through which the Committee will
consult with the Selectmen as to the progress of their efforts. The Initiating Committee will
frame and provide context to the strategic goal setting effort. In that regard, the resources in
terms of staff, data and materials available and needed for this effort will be identified. The
Initiating Committee will identify preliminarily, the key planning components/issues to be
explored and analyzed as well as develop criteria and process for selecting members of the
Steering Committee and Shareholders group. The selection process for members of the Steering
Committee and Shareholders group will be designed to include citizens from diverse
backgrounds and perspectives. The Initiating Committee will develop the methodology to be
used in conducting the strategic goal setting process,providing a detailed step by step description
of the process for approval by the Board of Selectmen
