The Meeting was called to order at 4.40 by Karle Packard.
Minutes - The Minutes of the June 10 meeting were approved as amended; the Minutes of the
May 27 meeting were also approved.
HATS Meeting -At the previous HATS meeting came certain tasks to revise the 4TPG RFP L.
Goldenberg made changes and distributed to the group for review Noted changes were the
changed Mission Statement to read verbatim from the Mission Statement from the HATS
document. Mark Racicot, MAPC, brought some things that MAPC could do on the RFP It was
suggested that we divide the RFP into two pieces: 1) Compare each town's zoning; and 2) DRI
Process. Clarification: to break out and clarify our RFP, and in the meantime use the DRI
process of Magic and monitor the process. It was noted that this revised RFP mentioned
overlay districts; at this time we are talking about the process and development of overlay
districts, not specific areas.
M. Racicot handed out a draft from MAPC on some tasks they could do, along with a marked
up copy of our RFP with asterisks highlighting what they could help with, a map of the 4TPG
area, some resumes of the people who could work on this project, and a suggested fee for this
service, approx. $30,000 (see attached MAPC document). Some of the project tasks we could
do ourselves; some of the tasks they would have interns do - this would lower the cost. It was
noted that if we decide to go with this outline and have the interns perform these tasks, we
need to act quickly because the interns are only available through August. It was suggested we
could choose to do some and not all of the MAPC proposal; we could have 4TPG members do
some of these tasks.
M. Racicot also presented a build-out analysis they recently completed for the Town of Beverly,
and described to the group the process and development of how they performed this project.
There were several points raised as to what the differences would be between this project and
what the 4TPG is looking for, specifically the threshold numbers for development and
residential build-out, and what information would be available on specific computer files to
create this build-out analysis. It was a good example and gave the 4TPG a good chance to ask
hypothetical questions relative to our own needs. M. Racicot stated their build-out analysis are
between 10-15% accurate.
The 4TPG will revise and present MAPC proposal to HATS at the 6/25 meeting. It was
suggested to ask HATS to have a special meeting in two weeks to review, discuss and approve
the project.
Next Meetina: The next meeting will be Tuesday, July 7, 4:30-6:00 pm at the Brick Building,
Concord. At that time we will do the meeting schedule for the summer months.
