Visitors Center Update (Don Mills, Mills Whitaker Architects & Dawn McKenna, Lexington Tourism Committee) Don Mills distributed the current proposal for review to the committee. The proposed fee of $32,000 for design service was described. The $32,000 is part of the $152,000, which had been previously appropriated. The planned completion date for the Visitors Center (VC) is early 2020. There will be an aggressive schedule to be able to meet the fall Town Meeting deadline. The first stakeholders meeting is the week of May 15th, and a second meeting the week of June 591. The next six weeks will be spent vetting the design. June 14th, 2017 is the target date for having two preliminary options ready to present to the PBC committee. • One option would be a new building at the existing site; which was previously endorsed by the stake holders and the second option is to consider moving the Hammond Hosmer House to the site and re -purpose the house with an addition for use as the Visitor Center. • DPF stated that the fee proposal is going to the Selectman Monday night and is looking for a vote from the PBC tonight to support this fee proposal. • Seeing the proposal for the first time Dawn shared her concerns and frustration with the Hosmer House being introduced for use on this project. There is concern the Hosmer House will cause delays, which this project has already seen. • The current schedule has been set for completion in early 2020 in anticipation for the 400th year celebration of the founding of Plymouth, MA, and many other celebrations that subsequently happen; including the 2025 Lexington 250th Celebration. Various historic communities, (including Lexington), will engage in this event. PBC stated that the Hosmer House is just a consideration and that all options need to be addressed. If it is not a viable option it will flush itself out during the review process. 201 BEDFORD STREET • LEXINGTON, MASSACHUSETTS 02420 PBC asked Don Mills for his thoughts on use of the Hosmer House. Don stated anything can be made to work, but the program established for the VC did not reflect use of Hosmer. • Very small and constrained, placing it where it never was creates a fiction for visitors. The Hosmer footprint is about 20% of the VC as programmed. • Any addition would need to be compatible with the Hosmer House. Opinion is it does not work visually in this location; the historic Meriam Estate Site. There was much discussion on the fee proposal and possible rewording of part of the written proposal to clarify the intent, as it relates to the Hosmer house feasibility, however in the end the fee proposal was not voted upon as the BOS were scheduled to take up the discussion at an upcoming meeting. 2. Fire Station Project Update (Jeff McElravy & Rebecca Hopkins, Tecton Architects, Lexington Fire Chief John Wilson) Jeff handed out an update on the Fire Station and reviewed (9) — two story conceptual elevation designs. Schedule and LEED Checklist — V4 New Construction were also included in the handout for discussion. • Fire Chief Wilson stated he would like the smallest footprint possible. The two story design was favored over a one story design. As the department would like to maximize the site space available. • Creative ways for natural light would be incorporated and the roof line considers use of solar on the back side so panels would not be seen from Bedford Street. A four door bay versus a two door bay would help with heat loss and a quicker recovery time. PBC asked about the community interaction with the Fire Department, and ways of keeping public traffic from the private spaces in the Fire Station. It was suggested to have administration and bunking on the 2nd floor. Day room use on the 1st floor. There was ongoing discussions on the aspects of various design concept sketches that were preferred and not preferred, to aid the designer in a possible design direction. Schedule and Sustainability A Schedule through Design Development was discussed. Critical paths were shown and estimates are needed by August for fall Town Meeting. Sustainable design are expected to follow the path of recent projects and the current policy in place. LEED silver, 30% efficiency improvement, resiliency considerations, and increased fresh air ventilation. Motion to adjourn was made and seconded: Meeting adjourned at 9:40pm. PBC Meeting 05.04.17 2
