Also attending: Wally Tonaazuck DPW, Jim Lima LPD, J. Oberteuffer, Bob Bowyer Planner, Jere Frick MAPC Rep. , Judy Newman Land Use Subcommittee , Tim Wege Chamber of Commerce, and Andrea Cleghorn reporter for The Lexington MinuteMan. MINUTES of the May 10, 1984 meeting were approved as amended by Laura Nichols at a time later in the meeting. NEW MERIAM ST. LOT Comments were made that this new lot is working well, but that some minor changes would need to be made. 1. CENTER TRAFFIC IMPROVEMENT PLAN It was decided to go through DPW's memo of 7/26/84 with the order of the suggestions slightly varied . John McLaughlin's comments: 1. Left turn arrow at Mass Ave & Waltham St . State approval needed? Staff favors improvement through having a different control ( light) . Vote: approved unan. Recommend 410,000 in 1985 budget for it. 2. Removal of parking spaces on east side of Waltham St. from -cobbler to corner and creation of 2 spaces on opposite side in front of Grand Stand . DPW. favors removing spaces on east side, but not addition of spaces on other side . Gory's uses these spaces for drop-off in their valet parking system. Good? Bad? Lima says the right lane is not quite wide enough, to accomodate these right turns . DPW suggests we postpone until after new signals . Suggestion of relocation of mail boxes to- Grand Stand area or elswhere. Find out from post office their reactions and criteria. Vote: Postpone, review. Unanimous . 3. Removal of 2 spaces in front of Monderer's . Staff recommends this. Some committee members opposed . Suggpstions: Better enforcement on Mass Ave & Waltham St. Encourage Corey's to use Mariam St. lot. Look at changing meter times . Vote: Postpone, review, bring up after new signalization of Center lights . Unanimous. 2. EMERGENCY PARKING ZONE Suggestion #3 of James Lima LPD Emergency parking zone with proper signage should be located in existing spaces just north of the. Center. light. Vote: 6 in favor, Sacco & Bateson opposed . Suggestions 1 & 2 of Jim Lima deferred until later in the meeting. These are numbers 3 and 4 on the agenda of 9/11/84 REVIEW OF NORMANABEND'S PROPOSALS as listed in DPW's 7/26/.84 memo. 9 Center Revitalization Committee 9/11/84 p.. 2 1. ENTRANCE TO WALTHAM ST. LOT CHANGED TO 2 WAY TRAFFIC . Concensus : No. 2. DIRECTIONAL SIGNING ON MUSSEY STREET Approved at meeting of 12/1/83 3. DIRECTIONAL SIGNING AT THE EXITS FROM OTHER PARKING LOTS . Approved at meeting 12/1/83 4. EDISON. WAY LOT . A. SIDEWAK REMOVAL AGAINST RR. AND CHANGE ANGLE PARKING TO 909 BAYS . Concept fine but cost effective? Have Engineering do a lay-out. B. CONSTRUCT DIRECT ACCESS TO GRANT STREET: Consensus: suicide. 5. CHANNELIZE ENDS OF CENTER--WOBURN & MASS . AVE. AND BEDFORD AND MASS AVE . Abend 'e recommendation not workable due to insufficient consideration of Winthrop Road;; Bedford St . & Mass Ave many problems . Have staff look at these: benefits , costs , priorities . Committee not recommending these improvements now, but be aware of them. 6. LENGTHEN RIGHT TURN LANE ON MASS . AVE ti WALTHAM aT' INTERSECTION. Dealt with above under John McLaughlin&. comments #3 above. 7 . SIGNALS ON AUTOMATIC ALL DAY. Consensus: let the officer decide. 8. INCREASED ENFORCEMENT TO ELIMINATE DOUBLE PARKING. Conoensui: all agree . 9 . REMOVAL OF 4 PARKING SPACES ON EAST SIDE OF WALTHAM STREET AT MASS . AVE. 10. PROHIBIT LEFT TURNS FROM BATTLE GREEN INN AND PEWTER POT . INVESTIGATE WHERE AND HOW U-TURNS WILL BE MADE. Recommend that 9 and 10 be part of the study for new signalization at Center. 3. LIMA'S PROPOSAL TO REDUCE ACCIDENTS AT INTERSECTION OF BEDFORD STREET AND HARRINGTON ROAD. 1. Coming out of Hancock St . should be looked at. Should restrict turns at Bedford , Hancock and Harrington Road . 2. Signals at Revere and Bedford Streets . Do we meet the "Warrants"'. 3. Camellia Place/Hancock Place. Neighborhood opposi- tion plus Hancock Place too narrow. Comment of Wally Tonaszubk=-DPW/Engineering cannot take on the study at this time due to heavy commitmemts . LIMA'S PROPOSAL TO USE WORTHEN ROAD AS A CENTER -. PASS . Center Revitalization Committee 9/11/84 p .3 Voted to try signage . Unanimous 4. PROPOSAL TO DEADEND INZZEY STREET/ENTER SCHOOL PARKING LOT VIA WORTHEN .ROAD . 1 . Dead-ending Muzzey Street was deferred to another time . 2. The committee felt that we should look into access to the high school off Worthen Road . Unanimous . To date GRC has looked at all traffic suggestions or options that were not major recommendations . The CRC acknowledges receipt of the Land Use Subcommittee, Report adopted 6/27%84. This will be the focus of our next meeting. Wally Tonsascuck said that the Chamber of Commerce has suggested a discount at the Meriam-Street lot at Christmas to promote the lot; that is , a coupon for an hour of parking or a day. How could this cost be absorbed? . Next meeting October 18, 1984 at noon. 1. Land Use Subcommittee report: 1 1/2 hr. 2. Chamber proposal on promoting Meriam St. lot: 1/2 hr.
