The Center Revitalization Committee met on January 19, 1984 at 12 10 in the
the Selectmen's Meeting Room in the Town Office Building
Present from the CRC were Margery Battin (Chair) , Laura Nichols, John Powell,
Jacqueline Bateson, David Wells, Robert Sacco, Karsten Sorenson and Joseph
Trani The Town was represented by Robert Bowyer and Walter Tonaszuck. Also
present were Robert Oberteuffer (Conservation) , Norma Bogen (Land Use Sub-
committee) , Margaret Rawls (TMMA) , Angela Frick (MAPC) , Timothy Wege (Chamber
of Commerce) , Frank Cavatorta and John Eddison
The corrected minutes of the December 1, 1983 meeting were approved and
accepted Motion by Wells and second by Powell The corrected minutes of
the December 15, 1983 meeting were approved and accepted Motion by Powell
second by Trani I�
The agenda continued with the report from the Parking Garage Subcommittee
It was noted that William Gothorpe had not been officially made a member
Motion by Karsten Sorenson and second by David Wells William Gothorpe is
now designated
David Wells made the presentation of the graphic design - a three level
garage with the appearance of two levels The proposed entrances are on
Meriam Street and Edison Way Members Battin and Nichols questioned the site
developmertand it was determined that the proposed price did not include
landscape screenings and borings There was discussion that the garage
should be planned further away from the Meriam Street side and towards the
center of the lot Also discussion of a request to the selectmen to
appropriate $3,000 from the parking lot fund to match a donation from the
business community for the development of a model for display at the next
town metting
It was decided to refer to the selectment for approval for the Town Manager
to investigate (see attached motion) Margery Battin questioned if the
subcommittee had explored how to handle deficits and by whom - town or
businesses She referenced a betterment tax as a possible way to fund the
construction. Enforcement was also noted to be an important factor to the
success of any proposal
John Oberteuffer then reported on his investigation in attendant parking
that has proven to be a success in the town of Brookline Professional
management has reduced parking problems, increased the number of availabe
spaces in lots and the low cost of construction were his main points He
noted that the possibility for substantial profit to the Town existed
An increase in the utilization could possibley double regular use of the
Meriam Street lot Operating costs would be borne by the professional
management company
After further discussion a committee made up of Walter Tonaszuck, John
Powell and Joseph Trani agreed to assist John Oberteuffer in further
investigation
There was no discussion of the Planning Board zoning proposal for Lexington
Center
Walter Tonaszuck made the presentation on Park Drive parking
3( ' � Plan 111 - Cost $33,000 and provide 41 parking spaces

Plan //2 - Cost $49,000 and provide 50 parking spaces Least desirable.
Plan #3 - Cost $50,000 and provide 68 parking spaces Would require Church,
Town and Recreation Committee land.
Frank Cavatorta, a Forest St. resident opposed all three plans and cited the
fact that he would face parking on three sides of his property, the visual
effect plus the congestion also were concerns.
Timothy Wege felt that the proposal should continue and a date was made with
Mr Cavatorta to meet at 10 00 A.M. Saturday January 21, 1984 to view the
site. Motion by M. Battin and second by L. Nichols
There was some discussion on the Selectmen's response to previous parking
recommendations
It was decided that the next meeting would be held at 7 30 P.M on
February 8, 1984 at the Selectmen's Meeting Room.
Adjourned The meeting was adjourned at 2:20 P M.

Meeting
Motion made by Sorensen, seconded and unanimously adopted
To ask the Selectmen to direct the Town Manager to conduct an independent
investigation to a 90% confidence factor of the economic feasibility of a
parking garage;
to review the data presented by the Planning Director and the CRC parking
garage sub-committee;
to include an analysis of the total development costs , construction costs
and operating costs of the most recently built garages in the Commonwealth
