December 1, 1983
The meeting was called to order by Chairman Margery Battin at 12 30 p m.
Attending from C R.0 were Joseph Trani, Karsten Sorensen, John Powell,
William Gothorpe, Jacqui Bateson, David Wells, Robert Sacco, Laura Nichols,
and the Chairman
Attending from the Land Use Subcommittee were Judith Newman, Don Olsen and
Henry Patterson. MAPC representative Angela Frick also attended
Staff people were Wally Tonaszuck, Robert Bowyer and Captain of Traffic
James Lima
Attending in the audience were TMMA Chairman Jack Eddison, John Oberteuffer,
and members of the business community
Chairman Battin informed those present that CRC had not taken a stand on chang-
ing the role of the police officer at the center of Lexington and had written a
Letter to the Editor correcting the misleading headline in the Lexington Minute-
Man Copies of the letter were given out
AGENDA ITEM 1 Discuss Traffic Study report of Norman Abend and the staff recom-
mendations in response to it Both Tonaszuck and Lima filed written
reports Since discussion of the report was active and intense, it was
decided to put off to another meeting (January) the discussion of the Planning
Board amendments to the Zoning By-Law, Agenda Item 2
CENTER SIGNAL AND AREA Discussion and decisions
1 Traffic Officer in Center is an asset and we would leave the situation as
is (although he doesn't necessarily have to control signal)
2 Feasibility and advisability of a fully-automated signal to be investi-
gated along with the cost
3 Two spaces should be made available for a driver to ask directions from �
Center police and get in off the street so that traffic will not be held
up These spaces are to be available for police, ambulance and fire
department only It was suggested that Wally look into carving out an
extra space or two
TRAFFIC CIRCULATION IN THE CENTER
1 Right turn lane into Edison Way approved Left turns into Edison Way
tabled Orientation from Mass Ave
2 Right turns only out of Battle Green Motel and Pewter Pot for the time
being; but look into reversing the direction of access and egress into
Decelle's parking lot
3 Better signing in the center area approved (as recommended in Abend report)
4 Abend's suggestion of 2-way traffic from Waltham Street to Muzzey Street
with a through way through the parking lot, is a moot suggestion unless
more land is acquired

5 No recommendation on a center by-pass It was bypassed
(6 Agreed with Director of Public Works - direct access to Grant Street
is not possible )
7 Re removal of 2 parking spaces on Mass Ave to extend the right turn
land onto Waltham Street and 2 spaces on Waltham Street to facilitate
right turn stacking It was decided to keep the 4 spaces as is
EDISON WAY AND PARKING LOT
Parking spaces in the lot should be at a 90 degree angle (Extra
pavement between Grant Street and Edison Way to be designated
right: turn lane ) Edison Way to be one 'way and continue_the one-way
to the rear of Craft Cleaners, then left and left again, making counter-
clockwise rotary around Craft cleaners This would eliminate a left turn
into the parking lot in front of Craft Cleaners
MERIAM STREET LOT/R.R. AREA
It was agreed to allow fexibility in where the turnover parking is
located vs the all-day parkers. The aim is to have the lot serve to
its maximum capability with emphasis on shoppers getting the optimum
location Henry Patterson, Jacqui Bateson, Dave Wells and Wally will
look into the best locations for short turnover parking for better utili-
zation of the site and push for enforcement of the regulations of the lot
BEDFORD STREET, HARRINGTON ROAD AND HANCOCK STREET CIRCULATION
Referred to staff to work through
(REVERSAL AND CHANNELIZATION)
(Reversal - channelization at) Woburn Street and Mass Avenue Staff to
work this out Suggest use of cones on an experimental basis
(Channelization) at Minuteman statue area discussed Staff will examine
It was suggested that staff come back in January with a presentation on
the scope of these work projects
AGENDA ITEM 3 Further discussion of Park Drive parking Possible warrant article
Wally gave the background on the land between the end of Muzzey Street
and the high school He reported that the land is under the protection
of parks and recreation, and that in order to get land to build the high
school, the requirements were a 2/3rds vote of the Town Meeting and a
petition to the Legislature to change the use
Wally showed plans for a larger parking lot at the end of Muzzey Street
adjacent to the high school Don Olsen pointed out the conflict of com-
bining streets with parking lots Wetland will also be involved there
Wally, Olsen and Bowyer will explore feasibility Dave Wells will talk
to the Christian Science Church to see how they feel about renting some
of their back land and building parking The church has also expressed
need for parking Chairman Battin will talk to the school committee to get
their reaction to parking She will also ask them about possible abandon-
ment of the school administration building in the future Wally also
briefed us on the costs of a better landscaped parking lot at the school
administration lot It requested the Land Use Subcommittee be asked

their opinion on how they felt about using the school administration
lot for parking
AGENDA ITEM 4 OTHER BUSINESS
PARKING GARAGE Bob Bowyer did a short run-through of the hand-out
concerning the economic feasiblity of a parking garage It was
requested that the Parking Garage Subcommittee have a response of
this for the January meeting
PARKING RESTRICTIONS EVALUATION Can parking be regulated or restricted
in front of Hancock Church? Winthrop Road - should we take the parking
restrictions all the way back to Vinebrook Road
The next meeting will be December 15, 1983 The meeting adjourned at 2 45 p m
