HomeMy WebLinkAbout1982-07-06-CRC-min.pdf i'i , ( Vi ( CENTER REVITALIZATION COMMITTEE MEETING July 6, 1982 Attendees Margery Battin, Chairman; Robert Sacco, Joseph Trani, Robert Gothorpe, Karsten Sorenson, Laura Nichols Also in attendance were Jack Powell, Angela Frick and Jacquie Smith Staff Wally Tonaszuck, Robert Bowyer DPW Director Wally Tonaszuck discussed the status of the permit parking program in the Center Currently there are 88 names on the waiting list for permits; 50 for Meriam St lot, 18 for Church of Our Redeemer, 16 for Belfry Club and 4 for Arts and Crafts The only permits which will be running out in August are Meriam St and the Belfry Club At the mement there are 94 permits sold for the Meriam St lot for 71 spaces and there seems to be no problem Mr. Tonaszuck reports that most lots are running between 1/2 and 2/3 utilization The Committee unanimously recommended that the Board of Selectmen adopt the follow- ing policies 1 All those now holding permits have first option to renew -- unless they have not utilized their permits (this to be determined by the Director of Public Works) 2 The Director of Public Works be given the flexibility to determine the mix between permits and meters in the Meriam St lot 3 That the Director of Public Works be directed to continue to over- sell the lots in such manner as he sees fit Jack Powell reported that the Chamber had not completed their survey of the impact of the parking program on restaurants, but had checked with Bel Canto who were very pleased with conditions in their lot The Meriam Street resident survey has not been done as yet It was suggested that the permit parking program be advertised in the paper so that residents and employees who may not be aware of it would have the opportunity to get on the waiting list It was further recommended that there should be an increase in the fines for meter feeding to $10 00 Ms Battin and Mr Sacco will so recommend to the full Board of Selectmen. He also reported that the ticket machine was averaging $125/day for a 6-day week This means that the full meter program will produce about $100,000 in revenue for the Town or about twice as much as in former years He will report regularly to the CRC and Selectmen on the monies produced by the new parking program In regard to the money voted by Town Meeting for Parking Improvements, he reported that work will soon begin on the Church of Our Redeemer lot In the Meriam Street lot they will be looking to add 5 or 6 spaces at the end of the lot through resur- facing and realignment of that portion of the existing lot The Committee was re- minded that the Town Meeting vote was on the basis of no expansion of the lot - rather a minor increase in spaces through rearrangement of slots after resurfacing Bob Bowyer reported on the Traffic Study authorized by Town Meeting Initial traffic counts were taken by interns in the Town Manager's Office in June - before the sum- mer traffic patterns began. Norman Abend will analyze these and then decide whether more counts are needed this fall Now that Town Meeting is over (and ratified) we kilv can finalize the contract with Mr Abend so that he can complete the traffic study as presented to Town Meeting \634 -\ ''.2'\`` , `\t -2- C R C Meeting July 6, 1982 Richard Spaulding and John Duffy made a presentation of their plans for the Colonial Garage site They plan to demolish the present building, constructing in its place a building with approximately the same footprint but with two sotries The first floor will contain retail space (approx 13,000 sq fto usable space) and an arcade The second floor will be for office space (13,700 sq ft ) There will be 30 parking spaces in the rear; a plaza in the front 30% of the property will be landscaped; 70% paved or built upon Mr Spaulding will appear before the Historic District Commission on the 14th Given Town approvals are made construction could start in October If there are any delays it will probably start next April He will keep the Committee informed The Commit- tee will share with the developers the results of the economic analysis/consumer sur- veys once the analyses are completed MAPC economic analysis is not ready as yet Should be available within 10 days The consumer survey is about done -- the open ended questions are being coded now Bob Sacco reported for the Parking Garage Sub-committee that they had checked into possible sources of funding None seem to be available except for the CARD program Without such outside funding a municipal garage would have to charge between $4-6 per day for a space which the Committee did not think was feasible Mr Sacco will send along our parking program to a consultant in Cambridge wiht whom he has been talking to get his analysis Laura Nichols was appointed chairman of the land use sub-committee Jack Powell is chairman of the urban design-beautification sub-committee The meeting adjourned at approximately 2 00 P.M Jacquie Smith
