May 11 , 1982 - Minutes of Central Business District Revitalization
Committee.
The Central Business District Revitalization Committee helld a
luncheon meeting at noon May 11 , 1982 in the Selectman's
meeting room of the Town Office Building.
The following members were present:
Margery Battin, Chairman
Robert Sacco
Laura Nichols
Kirsten Sorenson I
Jacquelyn Smith
Joseph Trani
William Gothorpe
Present was Robert Bowyer, Planning Director. Also present were
Jack Powell , Fran Peters from the Chamber of Commerce , and Robin
Ong a member of the business community.
The Consumer Survey Analysis 707 questionnaire has been returned.
Tom Dyer will do the key punching and should have it completed
in late May. The League of Women Voters will work on the analysis.
There was mention of the few returns by TMM and their interest.
Mr. Cormier will do the analysis and write the report. A rough
draft will be presented to the committee before publication.
A meeting in late June or early July and application of the
report will be discussed.
There does not seem to be much , in the way of complaint on the
parking plan. The Bedford street side is posted, the Massachusetts
Avenue side is not. Question is should both sides be posted
or on the side on the Green.
Robin Ong, of the Yangtze Restaurant, reported a loss of business
during the lunch hour and in the difficulty his help has in
finding parking space. He pointed out that perhaps the problem
is caused by permit parking. The renewal of parking permits in
August 1982 will give the Town a chance to reappraise the
situation.
Fran Peters proposed a return to two hour parking round the the
Green. The question as to whether a larger fine, say in the seven
to ten dollar range, would discourage meter feeding that have
a two hour limit.
Kirsten Sorenson pointed out that there was no guarantee of
permits for parking. He also felt there should be closer control
on the amount of permits issued to a single purchaser.

The expansion of the School Administration lot of some 30 spaces
was disucssed. The opposition of the abutters that scuttled the
project points out that a pre-selling job is of the utmost
importance to future attempts to solve the problems of the
committee .
Bob Sacco reported briefly that a preliminary meeting was
held on the parking garage concept. Question as to whether an
article would be ready to present on the 1983 warrant was
pointed out by Bob Bowyer.
A land use committee of Jacquelyn Smith, Laura Nichols and
Kirsten Sorenson was appointed. Their charge is to whethetor
not a requirement of expansion be tied to availablity of parking.
I am sure that there were many more important points mentioned
at the meeting that are not reported in this , but I must confess
that this report is from memory. Iturned my notes in along with
my old car when I purchased a new one. Regrets.
