CENTER REVITALIZATION COMMITTEE
Minutes of the August 14, 1980 meeting Prepared by Jacquie Smith
The first meeting of the Committee was held in Room G15, August 14, 1980 at
7 30, with Selectman Battin, Bowyer, Sorenson, Sacco, Venier, Dyer and Smith in
attendance The meeting was chaired by Ms Battin
The substance of the meeting was --
A to define the problems (if any) in the Center, and
B to begin work on a timetable for the committee work and assign responsibilities
for that work.
Problems
The Committee's work should determine what the Town wants from its Center - as
well as what it can afford
One job of the Committee is to determine whether the Center's problem is one of
decline or of change
Where at all possible we will need comparable data from similar towns when looking
for solutions to problems We should not use Concord which is only comparable to
Lexington in history books
Areas mentioned for inclusion in the study were parking, diversification, business
attitudes, traffic and circulation, transitional zoning, lack of or static arch-
itectural design; needs of special groups of citizens - youth and C 0 A ;
profusion of landlords; and cultural needs
Timetable and work program
Selectmen's timetable cannot be met because of MAPC market analysis not coming
until spring
Planning Board is currently at work on short-term parking solutions, i e ,
ones that do not need Town Meeting approval or that could be ready for T M in
1981 He will review his proposals with the Planning Board and the Committee in
October Problems to be addressed include spill over on local streets, inadequate
in/out parking and long term parking and better enforcement
The long term solutions to parking will be a part of this study Planning Board
will inventory floor space and types of businesses, sample parking habits, and
review parking revenues & their current use to see if a dedicated parking fund
is feasible
Next meeting
The Committee will review past studies before the next meeting to become familiar
with the available data Focus of the October meeting will be a discussion of these
studies with an emphasis on how much is still applicable? what has not been imple-
mented that should have been -- and the reasons why it has not been done?
