BUILDING FINANCE COMMITTEE
Members: Seven (7) - Nine (9) members representing a broad spectrum of skills
in building construction and maintenance.
Purpose: To advise the Selectmen, School Committee and Town Meeting on the
capital investment needs/requirements for all Town and School
Buildings. The goal for the committee is to develop a fiscally
responsible capital investment plan that provides the town with modest
and serviceable public buildings that reasonably meet the use and
service demands of the community
Background: The 1993 Annual Town Meeting appropriated funds to hire a qualified
engineering firm to inventory the condition and capital needs for all
school and town buildings. A report has been completed by Archetype
Engineers which generally inventories all capital building and
equipment requests from the building managers and users. This
inventory needs to be analyzed, characterized and prioritized from
which a fiscally responsible capital investment plan must be developed
and presented to the community
Authority: Five (5) of the Committee members will be appointed by the Board of
Selectmen and two (2) to four (4) members by the School Committee.
The Appropriation and Capital Expenditures Committees, School
Committee and Board of Selectmen should all appoint liaisons.
Staff Support: School Committee to designate appropriate staff support. The Town
Manager will designate Frank Fields, Town Engineer and Fred Sweet,
Building and Maintenance Superintendent to support this committee.
