Emergency Preparedness Report
The meeting was called to order at 7:05 PM. Wendy Heiger-Bernays, PhD, served as Chair Person.
David Neylon, Public Health Nurse, reviewed the Community Health Report.
Chief Mark Corr, Lexington Police Department, met with the board to discuss proposed regulation
governing the practice of bodywork. After some discussion, John J. Flynn proposed a motion that stated,
“The Lexington Board of Health moves to develop final edits to the draft regulation establishing
governing for the practice of bodywork, and authorizes the Health Director to initiate activities for the
public hearings process.” David Geller, M.D., seconded the motion. All were in favor.
The Environmental Health report was reviewed and the following topics were discussed;
Boston Brow Studio, Marissa Kong-Nutu, Owner, met with the BOH to request a permit to operate a
Body Art Establishment. After some discussion, David Geller, M.D. proposed a motion that stated, “The
Lexington Board of Health grants an Annual Permit to operate a Body Art Establishment to Boston Brow
Studio, located at 675 Lowell Street, Suite 2.” Sharon MacKenzie R.N., CCM, seconded the motion, all
were in favor. David Geller, M.D., proposed a motion that stated, “The Lexington Board of Health grants
an Annual Permit to operate as a Body Art Practitioner, to Marissa Kong-Nutu, upon successfully
submitting a Cori report, to the Office of Public Health,” Sharon MacKenzie R.N., CCM seconded the
motion, all were in favor.
State Sanitary Code Case reviews were forwarded to the April Board of Health meeting.
Sustainable Lexington Building material policy update; Sara Robinson, Boston University School of
Public Health, undergraduate student, is currently working with the Lexington Office of Public Health.
Ms. Robinson is developing a list of suggested building materials that can be used as an alternative to
potentially toxic materials. A comprehensive list will be drafted as well as an assessment of the
ventilation system.
Micro cell tower complain update; Sam Beglinger, Boston University School of Public Health,
undergraduate student, is currently working with the Lexington Office of Public Health. Verizon wireless
is installing cell towers in Lexington and there is resident concern as to whether there are any potential
effects from the cell towers. Ms. Beglinger will be studying this case, and report back to the BOH with
any findings.
Brookhaven at Lexington, request for variance; In order to comply with all pool requirements listed
under 105 CMR 435.23, Brookhaven at Lexington has requested a variance in writing. John J. Flynn,
proposed a motion that stated, “The Lexington Board of Health grants the variance request from the
requirement of lifeguards for the safe operation of pools as listed under 105 CMR 435.23 (1). In addition,
all requirements of 105 CMR 435.23 (2) shall be met including all signage which includes: “Warning No
Lifeguard on Duty” in easy to read, legible letters which are at least four inches high “Children under
age 16 should not use swimming pool without an adult in attendance” and another sign that states,
“Adults should not swim alone.”Sharon MacKenzie R.N., CCM, seconded the motion. All were in favor.
The Emergency Preparedness report was reviewed and the following topics were discussed;
The Lexington Office of Public Health asked Lexington MRC volunteers to remain on standby prior to
the Tuesday, March 14 snowstorm, should the need arise to host an overnight shelter at the Lexington
High School. A total of 5 MRC volunteers replied that they could be available should the need for a
shelter arise. There was not significant loss of power to Lexington as a result of the storm and the
overnight shelter was not needed.
Region 4AB Public Health plans to hire Harvard School of Public Health Emergency Preparedness
Research, Evaluation and Practice Program (EPrep) to conduct facilitated training geared for public health
departments. The Lexington Health Director plans to attend to represent the Town of Lexington.
Sharon MacKenzie R.N., CCM, motioned that the meeting be adjourned and Wendy Heiger-Bernays,
PhD, Chair, seconded. All were in favor. The meeting adjourned at 8:14 PM.
It was noted that the next meeting will take place on Wednesday, April 19, 2017
