REPORT OF THE AUDITORS.
THIS Report embraces accounts from the Selectmen's settlement with
the Treasurer, April 7, 1856, to their settlement with the Treasurer,
April 30, 1857.

An error of $1 was made by the Treasurer in attempting to correct an over -draft in

corporate capacity. It is much to be regretted that no such valuation has of late been
taken.

The Auditors find that the Treasurer for 1854-5, in his annual settle-
ment with the Selectmen, March 30, 1855, credits the Collector for 1854
for having paid into the treasury the sum of $9,535.29. The next
official paper that we find touching this point is the following : -
" We have examined the tax -list committed to Andrew Wellington as
Collector for the year 1854, and other papers connected therewith, and
submit the following partial -
" Report.
"The list committed amounted to $12,414.68;
for in the following manner ; viz., -
Amount paid County Treasurer $1,160.27
discounted for prompt payment . 1,084.52
abated by the Assessors 448.38
„ paid to Town Treasurers . . . 9,655.51
Leaving one uncollected tax of 66.00

The next and last entry touching this collectorship is found in the Trea-
surer's Records, March 3, 1856, as follows ; viz., " By cash received of
Andrew Wellington, Collector for 1854, $140."
From this it appears that Mr. A. Wellington owed the treasury, on the
first day of March, 1856, an uncollected tax, amounting to $66 ; that,
on the third day of March, 1856, he paid into the treasury $140 ; from
which deduct the $66, and a balance of $74 was then, and is now, due
Andrew Wellington.
Whether or not there is a confusion of dates, we cannot say: but this
is certain, that from the time of the Selectmen's settlement with the Trea-
surer, March 30, 1855, to the present time, there is but one payment from
the Collector for 1854 recorded on the Treasurer's books ; and that is for
$140, March 3, 1856.
As there is no evidence in the hands of the Auditors to show that a
farthing had been paid into the treasury, by Collector for 1854, from the
time of Selectmen's settlement with the Treasurer, March 30, 1855, to
the Selectmen's partial settlement with Collector for 1854, March 1, 1856,
they are at a loss to know when or to whom this $120.22 was paid, which
is recognized in said " partial settlement."
But on the supposition (if Auditors are allowed to suppose) that the
$140 paid into the treasury, March 3, 1856, was really paid on March 1
(two days earlier), or the Collector's " partial settlement " with the Select-
men was, in fact, two days later, then we have another difficulty ; which is,

that $140, added to $9,535.29, the sum previously paid, does not make
$9,655.51 (the amount given in " partial settlement "), but $19.78
more.
In looking through the books kept by the Selectmen and Treasurer,
for some explanation of the preceding, we find the following entries ; viz.,
in the " Record of all Accounts passed by the Selectmen, and Orders
issued," near the close of entries for the year 1855-6, is " An Order to
pay Andrew Wellington, for collecting Taxes in 1854, $140." In the
Treasurer's Record, March 1, 1856, is the following entry : " To cash
paid Andrew Wellington, $159.78." This is the only payment to Andrew
Wellington recorded on the Treasurer's books since 1854; and the order
above referred to is the only one issued to him for the same time. It
would seem, therefore, that an order was given to A. W. for $140, for
which he received $159.78 ; which sum appears as a single entry on the
Treasurer's books.
Underneath the footing -up of the Selectmen's record of orders granted
for the year 1855-6 is pencilled, apparently in the handwriting of the
Secretary of the Board, -
"A. Wellington, overpaid $19.78."
In the Report of the Auditor for 1856, who had also served as Trea-
surer the preceding year, on page 4 is this : " Paid Andrew Wellington,
Collector for 1854, $140." (This is the exact sum which the Col-
lector for 1854 was to receive for his services.) On page 15 of the same
report is this : " Paid Andrew Wellington balance due as Collector, '54,
$19.78." We are told by the Collector for 1854, that the " one uncol-
lected tax of $66 " (against Sidney Homer), is uncollected still.
These are all the items the Auditors find touching this account ; which
are sufficient to show there is some error : but whether the town overpaid,
by the sum of $19.78, the Collector of 1854 for his services, or whether
he overpaid the town $74 for the tax -list committed to him, or whether there
is some other interpretation of the matter, we leave for those who are
more conversant with all the circumstances to explain to the town.
