It_ THIS Report embraces accounts from the Selectmen's settlement with the Treasurer, April 7, 1856, to their settlement with the Treasurer, April 30, 1857. It is much to be regretted that no such valuation has of late been taken. 64 65 The Auditors find that the Treasurer for 1854-5, in his annual settle- that $140, added to $9,535.29, the sum previously paid, does not make ment with the Selectmen, March 30, 1855, credits the Collector for 1854 $9,655.51 (the amount given in "partial settlement"), but $19.78 for having paid into the treasury the sum of $9,535.29. The next more. official paper that we find touching this point is the following:— In looking through the books kept by the Selectmen and Treasurer, for some explanation of the preceding,we find the following entries; viz., "We have examined the tax-list committed to Andrew Wellington as in the "Record of all Accounts passed by the Selectmen, and Orders Collector for the year 1854, and other papers connected therewith, and v., issued," near the close of entries for the year 1855-6, "An Order to submit the following partial— pay Andrew Wellington, for collecting Taxes in 1854, $140." In the • Treasurer's Record, March 1, 1856, is the following entry: "To cash "Report. paid Andrew Wellington,$159.78." This is the only payment to Andrew Wellington recorded on the Treasurer's books since 1854; and the order "The list committed amounted to $12,414.68; and this is accounted above referred to is the only one issued to him for the same time. These are all the items the Auditors find touching this account; which are sufficient to show there is some error: but whether the town overpaid, by the sum of $19.78, the Collector of 1854 for his services, or whether The next and last entry touching this collectorship is found in the Trea- he overpaid the town$74 for the tax-list committed to him,or whether there is some other interpretation of the matter, we leave for those who are surer's Records, March 3, 1856, as follows; viz., "By cash received of more conversant with all the circumstances to explain to the town. From this it appears that Mr.A.Wellington owed the treasury,on the first day of March, 1856, an uncollected tax, amounting to $66; that, on the third day of March, 1856, he paid into the treasury $140; from which deduct the $66, and a balance of $74 was then, and is now, due Andrew Wellington. RATE OF TAXATION. As there is no evidence in the hands of the Auditors to show that a farthing had been paid into the treasury, by Collector for 1854, from the time of Selectmen's settlement with the Treasurer, March 30, 1855, to the Selectmen's partial settlement with Collector for 1854,March 1,1856, they are at a loss to know when or to whom this $120.22 was paid,which is recognized in said "partial settlement." But on the supposition (if Auditors are allowed to suppose) that the $140 paid into the treasury, March 3, 1856, was really paid on March 1 (two days earlier), or the Collector's"partial settlement" with the Select- men was,in fact,two days later,then we have another difficulty; which is, I .,a• 66 67 TOWN DEBT.
