HomeMy WebLinkAbout2017-05-17-REC-min Town of Lexington Recreation Committee Frederick DeAngelis, Chairman Tel: (781) 698-4800 Lisah Rhodes, Vice Chairman Fax: (781) 862-2747 Sandra Shaw Ruixi Yuan Jason Denoncourt Recreation Committee Minutes of Meeting May 17, 2017 A meeting of the Recreation Committee was held on Wednesday, May 17, 2017 at 7:00pm in Room 237 Room of the Town Office Building, 1625 Massachusetts Avenue, Lexington. 7:06pm Members Present: Jason Denoncourt, Lisah Rhodes, Sandra Shaw, and Ruixi Yuan Staff Present: Melissa Battite, Director of Recreation and Community Programs, Christine Dean, Community Center Director, Pat Goddard, Director of Public Facilities, Thomas Romano, Youth and Family Services Coordinator, Others Present: Nancy Adler (CCPAC), Donna DiNisco (DiNisco Design), Doug Lucente (Lexington Board of Selectman), and Tom Shiple (Lexington United Soccer Club) 1.Meeting Minutes from April 25, 2017 Jason Denoncourt moved and Sandra Shaw seconded approval of the Recreation Committee Minutes of April 25, 2017. The Recreation Committee voted 4-0 to approve the minutes of April 25, 2017. 2.Pelham Property Update - Pat Goddard/DiNisco Design Director of Public Facilities, Pat Goddard gave an update on the Lexington CProgram (LCP), an integrated program that currently takes place in the various elementary school buildings. The population is made up of a mix of students, about 50% of which are on IEPs. It is a tuition-based program. The School committee has made it a priority to come up with an option for the program to have a new home. After the Pelham property was purchased, Town Meeting voted to appropriate additional funds to look at using a portion of the building, primarily the gym and kitchen and kitchen spaces, for community use. DiNisco Design was tasked with providing design schematics for high, medium and low cost options. There will be a joint meeting on May th 30 for the BOS and School Committee to discuss these options. Donna DiNisco of DiNisco Design presented her designs (see attached). Mr. Goddard commented that 39 Marrett was not able to fulfill the desire of a larger seating capacity. Mr. Yuan asked what the seated dining capacity is at the LCC vs. Pelham and Mr. Goddard stated that the LCC dining room can fit around 100 people. The Pelham cafeteria has 192 plus seating options in the gym to bring capacity up to around 300. Ms. Adler questioned if a new LCP would assume that there is a continuation of commitment for an LCC annex. She asked if that was part of the mission and if there is a new LCP, will there still be funding for additional LCC space? Mr. Goddard responded that a LCP building has been in the funding for a couple of years and the LCC has not. That is why we are having a joint meeting with the school committee to bring forth additional information. The Town is interested in finding out what the costs will be. 2 Ms. Rhodes posed She asked How a She pointed out that the single pane windows are not efficient nor will they qualify for sustainability. Ms. Battite spoke to programming ideas. She pointed out that space addresses what the LCC phase 2 needs are. th Mr. Goddard announced the budget summit on June 8. He recommended the Committee let the Board of Selectman know what the need is. If AC is the need then let them know. Ms. Battite recommended that the Community Center Program Advisory Committee (CCPAC) and the Recreation Committee come together to identify their needs. They should take inventory of current programming and prioritize the shortcomings. She continued that staff has begun an inventory of where programming is at capacity and has opened the conversation with Human Services. Ms. Shaw stated that there is homework for the CCPAC to come up with justification; what is happening currently and where are the needs? When Ms. Rhodes asked what the next steps are, Ms. Battite responded that it is important to have a presence at the upcoming meetings; they should plan a visit and walk through at Pelham. 3.Citizens and Other Boards Tom Shiple, President of Lincoln Field Lights, reported that the Conservation Commission met on Tuesday night. Musco Lighting was chosen as the manufacturer. Heimlich will provide construction, scheduled to begin on June 19. Mass DEP will conduct a site walk thru on May 30 with Town Officials. They have hit $400,000 in fundraising, including an additional 12-13 businesses and organizations that have donated. Tom Shiple, also representing Lexington United Soccer, stated that they miscalculated their lighting needs. Soccer evaluations are scheduled to go until 8:30PM. He asked that the lighting extension granted for 9PM be extended for 2 more weeks, until May 26. A motion to approve was made by Mr. Yuan, seconded by Ms. Shaw to extend the lighting hours under the supervision of the Director of Recreation & Community Programs. 4.Liaison Reports Selectman Doug Lucente gave an update on the Lincoln Park Sub-Committee. At Granite Forest, Wesley Wirth came up with a different plan and the site committee will need to re-evaluate. They received CPC money from Town Meeting. Mr. Lucente has missed a couple of the meetings but was able to report that they are requesting a $10K grant from the community endowment fund, applying on behalf of the Town. They will also receive $30K in CPA funds to reach the $75K that the Town is looking to raise. The group is gaining a lot of traction with the Arts community due to the outdoor art installations. Ms. Shaw reported that during the annual Bike Week event, volunteers monitored 400 people along the bikeway using the path during a 1.5 hour span (count included bikers, walkers, carriages). There was also an organized invasive species volunteer day to pull garlic mustard. No volunteers showed up. All are welcome to bike, walk or ride the bus to the Depot on Friday morning from 6:30 9:30AM for breakfast. There is also a bike clinic scheduled for Saturday at the Community Center. 39 MARRETT ROAD, LEXINGTON, MASSACHUSETTS 02421 3 5.Community Center Building Use and Fees There will be a draft presented for the next meeting. The Committee will be asked for suggestions and feedback before going on to the Board of Selectman. 6.Lincoln Park Light Project Update see above 7.5 Year Capital Plan no new updates 8.Town Pool Renovation Project Update no new updates 9.School Construction Update no new updates 10.Parks Report Chris Filadoro, DPW Superintendent of Public Grounds, provided the Parks Report to be included as an attachment to the minutes. 11.Recreation and Community Programs Report Melissa Battite, provided the Committee with her monthly update. The May 2017 Recreation and Community Programs Report is included as an attachment to the minutes. infrastructure for its June meeting. The LABBB program has offered to provide transportation. st The next meeting of the Recreation Committee is scheduled to take place on Wednesday, June 21, 2017 at 6:00pm at the Lexington Community Center, 39 Marrett Road.
