Themeetingwascalledtoorderat7:40PMintheSelectmen'sMeetingRoom. TherewascontinueddiscussionoftheNCDnamechange.Itwasvotedunanimouslythatthename wouldbePierceLockwoodNCD. DiscussioncontinuedontheitemstobeSubjecttoReviewintheNCDbylaw.DavidKellandstatedthat theitemssubjecttoreviewcouldbemoregeneralandthedetailcouldbeinourGuidelines.Richard CanaleclarifiedthatthecriteriaforourdecisionmakingwasthesubstanceoftheGuidelines.Heshared theterminologyfromtheTurningMillreport.Donnastatedthatourswasaverydifferent neighborhoodandthatweweretryingnottobeoverlyrestrictive. ChrisNeurathdistributedthreepagesofcommentsconcerningthedraftbylaw.Thecommittee addressedeachcommentinturnasitrelatedtotheagenda.Discussionwasnotcompletedduringthis meeting.ItwasdecidedthatweneededtochangeourbylawwordingtomatchthenewlypassedTown MeetingwordingonthenumberofrequiredsignaturestodissolvetheNCD.Donnawillmakethat change.Itwasalsoclarifiedthattherewouldbeopportunitiesforinformaldiscussionswithresidents aboutproposedchangestotheirproperty.Itwasreiteratedthateverychangewouldnotrequirea publichearingandeverypublichearingwouldnotresultinarejection. Under"ExemptfromReview"asentencewasadded:"Additionofsolarpanelsandskylightsinthesame planeandinclosecontactwiththeroof." Under"SubjecttoReview"anadditionalitemwasadded:"AllvariancestotheZoningandBuilding Codes."Itwasgenerallyagreedthat"DemolitionofmorethanonewallofthebuildingorStructure" wouldbeleftin.Therewasmajordiscussionaboutadding"Majorarchitecturalchanges"andhowmuch detailshouldbeincluded.Therewasalsodiscussionaboutthepercentagesthathadbeensuggestedfor thesizeofadditions.Nodecisionwasmadeonthatsuggestion. Thethreeresidentsofthecommitteeweretaskedwithwritingaparagraphforthenextmeeting describingindetailtheirsuggestionsfortheguidelines,usingChapter78,astheinitialstructure. Therewasnopubliccomment.
