Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on
April 27, 2017
Those present at the meeting the
Chairman Bill Kennedy, Vice-chairman, Bob Burbidge, Lester Savage, Donna Leary, Martha Wood, Bill
Hays, Bob Phelan, Henry Liu. Also present were Bob Pressman and Suzie Barry LexHAB liaison.
Not present was Gerry Howell.
The Chairman presided.
The meeting opened at 7:06 a.m.
1. Minutes
The minutes for the meeting on March 2017 were approved with a correction to a name misspelled.
2. Financials
Reviewed and accepted.
2A. a meeting was held on April 7th with Metro West.
2B. a task force for Construction review has been assigned. Lester, Bob, Bill are the members assigned to
this project.
3. Busa Farm
We will need to acquire additional funds from CPA due to the extra expense of public bidding and the
cost of purchasing as opposed to renting ) the solar panels. Lexhab will need to go back to Town
Meeting to request more funds.
Our sample RFQ has been submitted to Jeffrey Driscoll for review. Discussions were had about the
difference between Request for services and Request for Bid. Also discussions about the need for an
Architect or a designer were had.
A motion was made and seconded for Bill Kennedy to sign the DHCD application, all in favor and the
motion passed.
There were discussions about using the minuteman tech shops for the Wright Farm project.
A. 4. Fairview
4A. Old house is rolling right along, the minuteman tech students will work on the project until the end
of the school year, and our guys will pick up where they left off. Plantings and tress still need to be done.
4B. The New house 1" and 3rd floors are nearing the final stages, the 2nd floor is still being renovated due
to the changes needed to make it a handicap accessible unit. We needed to move toilet, sink, install
different appliances, grab bars etc.
5. Wright Farm
The process has started in removing the contaminated soil. Les stated that he will check on the
property, to see that there were no issues over the winter season.
6. Keeler Farm Closing on Monday May 1, 2017, and the radon test is schedule to be done on Friday.
Water meter readings all being done.
A motion was made and seconded to confirm the $ 185,000.00 purchase of 5 Keeler Farm Way, all in
favor and the motion passed.
A motion was made and seconded to authorize Bill Kennedy to sign closing documents for 5 Keeler Farm
Way, and the motion passed, all in favor.
A motion was made and seconded to authorize Bill Kennedy to sign the Home Funds documentation for
5 Keeler Farm Way, all in favor and the motion passed.
7. Leary
No report given at this time.
8. Next Meeting
The next meeting of the LexHAB Board, will be held at the LexHAB offices at 1620 Massachusetts
Avenue in Lexington at 7 a.m. on May 18, 2017
9. Executive Session
The chairman then proposed that the Board go into executive session to consider Real Estate matters,
stating that consideration of same in open session could have a detrimental effect on the negotiating
position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of
tenants and that the Board not return open session at the end except to adjourn.
Meeting was adjourned at 8:45 am.
