Police Station Project (Joint Meeting with Historical District Committee, HDC) — Jeff McElravv (Tecton Architects), Chief Mark Corr (Lexington Police) Jeff presented the three Conceptual Design Options to HDC for staying at the current Massachusetts (Mass.) Avenue location or relocating to the 173 Bedford Street location. Jeff stressed that these are very conceptual designs. Key features are noted below: Option 1 & Option 2- Mass. Ave. Location There are many similarities in both options. A renovation project in the existing building would trigger new building code requirements that could have a significant impact on the scope and cost of the renovations work. Height of the ceiling for basement use is a concern. Placing cell blocks in the basement requires at least a 10 foot ceiling height. The current height is 8 ft. For locker use in the basement, it is recommended to have a higher floor to ceiling height for ventilation. • How best to preserve the amount of parking, possible moving of the Hosmer House, and preservation of the green space area was discussed • Sallyport and Prisoner areas would all be kept on one side of the building and a nine bay indoor parking for cruisers, along with maintenance, would be out back. Option 2 reflects a Sallyport with a drive through built on the side. • The 2nd floor would house administration, investigation and an evidence room. • Pro's and Con's for both Option 1 and 2 are similar as presented. #1 Probable Projects Cost show $25,397,762 and #2 Probable Projects Cost show $23,843,542. • The Mass Ave. allows Police Headquarters to keep its in -town relationship that they currently have with local business and the public. 201 BEDFORD STREET • LEXINGTON, MASSACHUSETTS • 02420 173 Bedford Street Option The Conceptual Design presented for the Bedford Street Location would tear down the existing building and build a new Police Headquarters. The new construction would be approximately 2,900 s.f. smaller than Option 1 but would be available sooner. Police Chief Corr stated he has many concerns with building at this location. • The new construction would utilize the lower level for lockers, a fitness center, computer equipment, an armory, and locker rooms. The main level would consist of administration, investigation and an evidence room. • The main entrance with parking in front is inviting. There would be 100-110 parking spaces available. A drive-thru Sallyport would have a 9 bay parking area. • It was brought to attention the extra space in back that is used by the Knights of Columbus for overflow parking could also be considered for use and is town owned property. Chief Mark Corr's Discussion for Preference at Mass. Ave. Although the Bedford location is a large and attractive site that would allow for expansion, there are also drawbacks to this location. • This location is located on the final approach to the Hanscom Base Airport. A Communication Tower could not be placed on the top of the building. Communication options would be to be reviewed. • A large volume of trucks that transport hazardous materials use Route 128. Prevailing winds are westerly, and could potentially affect emergency response if there were an accident on the highway involving hazardous materials. • Bedford St. sees a very large volume of traffic and is only a two lane road potentially affecting the number of exit options out of the Station. It is also a large residential area with trees, with the potential to have an effect on power. • The current Mass. Ave. location serves day to day operations very well. This location allows for more exit option out of the Station, and room for vehicles to pull over due to Mass. Ave. having four lanes. HDC Discussion There is an iconographic relationship of law, town and the public with the current location of the Police on Mass. Ave. The conceptual designs overall are too big and loses presence of the original building. There is a need to get away from the fortress mentality and make a Police Station more welcoming to all. Renovating Mass. Ave. location would serve the public needs for 50/60 years. • The current structure might not meet the standard for demolition and rebuild. It was mentioned that there are many roof leaks and materials could start failing. • Hosmer House relocation could be a consideration. HDC believes options can be made to work with the in -town location. • DPF reminded the PBC we are here to review a program to present to the Board of Selectman (BOS). From what has been discussed, could an acceptable design be achieved for the Mass. Ave. location that HDC would accept? PBC Meeting 04.12.17 2 • Conceptual designs work in both locations and costs are adequate. If BOS chooses Mass. Ave. with a 36,000s.f. program, with HDC consultation in collaboration with PBC, an approvable design is achievable for the historic district. PBC Summary • Tecton's conceptual Police Station schemes verify that the Police Station functions can be housed at either the existing Police Station site or the Liberty site on Bedford Street. • There is sufficient information to provide conceptual pricing based on square foot, historical prices so the relative cost of the designs can be weighed while the merits are being weighed. • While the costs differ for the existing site and the Bedford Street sites, there appear to be advantages at the existing location for emergency response and the Bedford Street site for the expansion potential. • When evaluating the two sites, it is recommended that both sites be evaluated for after construction utilization. o If the Police Station is rebuilt in the current location, the School Administration function could be housed at the Bedford Street location. o If the Police Station were to be built at the Bedford Street location, the School Administration could be located at the current Police Station site. o Cary Memorial Hall has underutilized meeting spaces that could be used for meeting and/or training purposes for either the Police or the School Administration function housed at the current Police Station site. o The School Administration parking requirements should be evaluated before any decision is made to house the School Administration at the current Police Station site. o Tecton's conceptual schemes are just that, conceptual. The schematic design phase will undoubtedly explore (a) Many other massing options that are more compatible with the current civic building campus and (b) Further refine the required program and program adjacencies. 2. Review of Fire Station Proposal — Jeff McElravv (Tecton Architects) A "Fee Proposal — Lexington Fire and Temporary Fire Stations for the Town of Lexington, MA" letter for Design Services was handed out by Jeff. It is anticipated that the new Fire Station would be $12- $13 million, depending on sustainability. Relocation for the temporary Fire Station would be around $2.9 million. • DPF stated that tonight we are looking for approval to sign up Tecton Architects for basic design services and present a contract to the Town Manager. • PBC asked about sustainability designs and if they have seen sustainability designs in their office. Tecton is looking at the design for Hastings. The geothermal and air options would increase the complexity of the Fire Design. Tecton designed Cambridge Police as LEED Silver, and they also did a project in Norfolk, VA. • It was asked if Tecton would consider a fee cap with the assumption that there is no major alterations. PBC Meeting 04.12.17 3 • It was asked what happens to Harrington when School Committee moves. The needs for School Committee and elementary are being evaluated. • DPF handed out a summer schedule calendar for PBC meetings and was discussed. Motion to precede with the engagement of Tecton Architect and Fee Proposal - APPROVED 3. Update on Westview Cemetery It had been discussed that the Cemetery Building would be torn down and a new one built using burial fees. A designer is still to be determined. Space for grieving families, administrative area, and vehicle equipment storage is part of the work to be done at Westview. PBC commented there was reaction and a lot of discussion at Town Meeting related to design and cost, including some questions about using a pre-engineered building to possibly save costs. • DPF asked if PBC felt a need to be involved with Westview Cemetery, a smaller scale project, with the amount of projects PBC is already involved with. — The answer was no. 4.
