Minutes of Meeting
April 5, 2017
A meeting of the Recreation Committee was held on Monday, April 5, 2017 at 6:30pm in the Reed Room
of the Town Office Building, 1625 Massachusetts Avenue, Lexington.
Members Present: Jason Denoncourt, Lisah Rhodes, Sandra Shaw, and Ruixi Yuan
Members Absent: Rick DeAngelis
Staff Present: Melissa Battite, Director of Recreation and Community Programs, Peter
Coleman, Assistant Director of Recreation, and Chris Filadoro, DPW
Superintendent of Public Grounds
Others Present: Tom Scarlata (Consultant from Bargmann Hendrie + Archetype, Inc.)
1. Article 10m Town Pool Complex
Melissa Battite, Director of Recreation and Community Programs, provided the Committee with
an update on the Town Pool renovation project. The sub bid opening was held on March 27,
2017 and the general contractor bid opening took place on March 31, 2017. Ms. Battite reported
that the lowest bid came in at $1,958,500, which was $338,500 higher than the budgeted amount
of $1.62 million. The low bid did not include any contingency, so the additional amount that is
being requested is $534,350, which will bring the total project cost to $2,154,350. Ms. Battite
stated that if the additional amount is approved by the Recreation Committee, then the proposal
would need to be presented to the Community Preservation Committee (CPC), Appropriation
Committee, Capital Expenditures Committee (CEC), and the Board of Selectmen prior to the
article being voted on at Town Meeting. While not formally going before the CEC, Ms. Battite
indicated that the CEC would favor the additional amount as long as it was through CPA funding,
as compared to funding the additional amount through debt.
The Committee asked Ms. Battite and Tom Scarlata, consultant from BH+A a series of questions
and discussed how to proceed in this matter. Members expressed an interest in reducing the
scope of the project to help decrease the total cost of the project. Ms. Battite stated that while that
could be an option, this would require the project going back out to bid without any assurances
that a corresponding reduction would be realized. If the bids once again came in too high, it
could jeopardize the timeline for the project. The Committee was also curious why the original
budget was too low. The creation of the family bathroom/changing area and the inclusion of four
new pool covers were not included in the original cost estimate. Members emphasized the
significance of this project while also stressing the importance of being fiscally responsible.
After a lengthy discussion, two motions were made. Lisah Rhodes made the following motion:
The Recreation Committee recommends increasing the amount requested under Article 10m from
$1,620,000 to $2,154,350, to be funded through CPA funding. Ruixi Yuan seconded the motion.
The Recreation Committee voted 4-0 to approve.

Lisah Rhodes also made a second motion: If the first motion does not receive support from the
necessary boards and committees, then the Recreation Committee recommends increasing the
amount requested under Article 10m from $1,620,000 to $2,154,350, with the balance being
funded by debt. Sandra Shaw seconded the motion. The Recreation Committee voted 4-0 to
approve.
The next meeting of the Recreation Committee is scheduled to take place on Tuesday, April 25th,
2017 at 7:OOpm in the Parker Room of the Town Office Building.
The April 5, 2017 meeting of the Recreation Committee adjourned at 7: 2Spm.
