HomeMy WebLinkAbout2017-02-16-LEXHAB-minMINUTES Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on February 16, 2017 Those present at the meeting the Vice-chairman, Bob Burbidge, Lester Savage, Henry Liu, Donna Leary, Martha Wood and Bill Hays. Also present were Norm Cohen Selectman's Liaison and Patricia Nelson. Not present was Bob Phelan, Bill Kennedy and Gerry Howell. The Vice- chairman presided. The meeting opened at 7:06 a.m. 1. Minutes The minutes for the meeting on January 2017 were approved with a correction on the last page. 2. Financials No Financial report given. 2A. Discussions were had about the meeting with Jennifer Van Campen from Metro West Collaborative: The lottery process is expensive, we received our first bill. There was talk about different types of lotteries, straight up lotteries, self -reporting lotteries, full reporting lotteries. Discussions we had about the application review process. Whether to review full application before lottery happens or after the lottery has taken place. Based on DHCD strict guidelines, we need to have some type of mechanism to evaluate need, with categories to sub parts like economic impact, homelessness, substandard housing etc. There was a motion made and seconded to conduct a self -reporting lottery with verification after the winning of the lottery process. 2C. No task force meetings to report on this month. 3. Busa Farm We are in the process of completing the application for DHCD. A. 4. Fairview 4A. Old house is rolling right along, the house has been insulated and we are getting prices for plastering. The minuteman students are working on the exterior. Also work is being done on the heating system and cabinets. 4B. The New house has been trimmed out, plastered, and we are making decisions on new flooring and cabinets. Still looking to a spring completion. 5. Wright Farm None 6. Keeler Farm None at this time 7. Leary No report given at this time. 8. Garfield Restrictions Restrictions are expiring, and we want to keep the property on the SHI list. We need to have a meeting with Carole from the Town. 9. Next Meeting The next meeting of the LexHAB Board, will be held at the LexHAB offices at 1620 Massachusetts Avenue in Lexington at 7 a.m. on March 23, 2017 10. Executive Session The chairman then proposed that the Board go into executive session to consider Real Estate matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn. Meeting was adjourned at 9:25 am.
