2020 Vision Implementation Committee
September 9, 2004 – Meeting Minutes

Minutes:
The minutes from the July 14, 2004, Implementation Committee meeting were approved.
Candy reported that, due to increasing responsibilities, staff members will not be able to continue with the
creation of 2020 documents and publications nor the outreach to recruit new members for the task forces
or the full committee. The staff will still be able to take on the responsibility of posting meetings, taking
and distributing meeting minutes, and serving as a communication hub for the committee. Elaine
acknowledged that Candy has been the “glue keeping the committee together” but cautioned against
relying solely on the diminishing staff for support. Fernando stated that the burden on all the tasks needs
to be shared by all on the committee.
Summer Activities
Stacey reported to the Board of Selectmen and the School Committee, and Fernando reported back to the
Planning Board, fulfilling the promise that was made at the joint board meeting in December. Candy
reported that five members of the committee were up for reappointment (Stacey, Nancy Tentindo,
Marian, Chuck Benson, and Todd). Todd informed the Committee that he will not be seeking
reappointment and that this is his last meeting due to commitment conflicts. Candy explained that the
committee is now at 12 members and the charge allows up to 25 members so if people come forward
during the fall campaign, they can be encouraged to join the full committee.
Publicity for Task Force Recruitment
Candy reported that she put the announcement on the two Lexington list-servs and Peter asked if she
would re-post one more time. A mailing was sent to 2020 alumni and committee and organization
representatives. Denise Dube put a blurb in the Northwest weekly section of the Boston Globe. There
has been some feedback but not too many recommendations.
Convention and Moving forward
In the wake of the changing town management, the process subcommittee, via email and phone

conversations, decided that the fall convention should still move forward on October 2 but that the task
forces should be reduced to three: Constructive Community Discourse, Budget Process and
Communication, and Economic Development. These three groups are not only the most timely but they
are the only ones that have had significant interest generated from the community. Peter reported that
some of the ideas/concepts from the alternative revenue sources group can be incorporated into the
Economic Development task force but many ideas generated go well above the scope of an economic
development discussion. There was general consensus from the group that 2020 should continue and
move forward. Peter did voice a concern that the committee needs to keep in mind that long range
planning has always been done in connection with the Town Manager and that what the Committee
decides now may not have the buy-in from the Town Manager that come into the position next.
Task Forces:
Candy passed out a print-out of the task force recruitment database to date. The list does not include
scoping group members that have expressed interest in continuing. Fernando mentioned that all of the
Economic Development scoping group members want to continue. Other groups are still in the process of

rounding out the membership of their task forces. Richard reported that he went to the last Business
Roundtable meeting and discussed 2020 and passed out the task forces flyer. Sharon Spaulding, the chair
of that group, volunteered to send out the flyer to her whole membership if it can be sent to her
electronically.
Convention Orientation/Planning Meeting
Candy passed out a draft agenda for the orientation/planning meeting that will be held on Thursday,

September 23. Fernando will be there for the Economic Development task force, and will ask Mary Jo
Bohart as well. Marian will represent the Forging Constructive Community Discourse task force. Peter
will not be able to represent the Budget task force but he will coordinate with Chuck Benson and Jesse
Stiegerwald to determine a representative for this meeting.
Convention
Robert Putnam is confirmed but Bill Dailey and Paul Marshall are unable to attend. It was decided to just
have Putnam as the keynote speaker and the break-out task force meetings. The convention will be held
at Diamond Middle School, with the keynote speaker in the auditorium and the break-out sessions in three
classrooms. It has not been determined whether or not the convention will be taped.
Convention Publicity
Peter Lee is going to speak to the Colonial Times to get an article in their next edition. Candy will send
brief information to both Denise Dube, for the Boston Globe, and Susan Bushey, for the Lexington
Minuteman. It was decided that the Committee will present weekly articles to the Minuteman in the three
weeks leading up to the Convention. The first article will be general information about the convention
and the task forces as well as background information on Robert Putnam. Peter suggested that Jesse
would the best person to write this and he will contact her regarding this. Stacey volunteered to write the

second article, focusing on the Forging Community Discourse task force, for the week of September 20.

For the week of September 27, there will be more general information and a couple paragraphs about the
other two task forces. Peter volunteered to write the paragraphs on the budget group and Fernando said
he would talk to Mary Jo about writing the Economic Development paragraphs. Candy reported that she
sent an email to the PTA president who stated that the PTA council doesn’t really meet as a group
anymore. Elaine said she would talk to the Superintendent about sending 2020 information home with
children and also find out information about putting the information on the high school PTA listserv.
Meeting dates
Candy will schedule Thursdays for the monthly 2020 Implementation meetings, while working around
the Center Committee schedule.
