HomeMy WebLinkAbout2003-12-19-2020-min (Implementation Committee) 2020 Vision Implementation Committee December 19, 2003 – Meeting Minutes 7:45 a.m. Selectmen’s Meeting Room Members Present : Fernando Quezada, John Bartenstein, Jeanne Kreiger, Peter Enrich, Chuck Benson, Tom Harden, and Alan Lazarus. Others: Candy McLaughlin, Wendy Rundle, Elaine Sterzin, Rick White, and Kerry Evans. Minutes: The minutes from the October 17, 2003, Implementation Committee meeting were discussed, corrections were made, then approved. Joint Board Meeting: Candy presented the Committee with a draft abstract of what occurred at the Joint Board Meeting, held on December 11, 2003. Participants of the meeting as well as observers from the Committee reported on their experiences and observations. Five goals were identified as suitable for follow-up from 2020. The goals are: (1) enhance citizen involvement; (2) strengthen the fiscal process; (3) Initiate and/or participate in regional groups to resolve common problems, address common needs, capitalize on common strengths, and share services and resources in the areas of transportation planning, open space, environmental quality/monitoring, and fiscal planning; (4) encourage economic development; and (5) address anger/divisiveness. There was discussion that the work groups would be the best avenue for clarifying these goals but the Committee needs to be clear that the other goals from the original 27 are not being dropped and that these five goals are not necessarily the top priority goals. Work Groups: A discussion was held regarding the next steps for the work group formation. Some of the Committee members that were at the Joint Board Meeting felt that there was no clear mandate from the boards to move forward on forming work groups. It was suggested to have a subcommittee created to start thinking about the processes for the goals. Next steps: It was decided that the same feedback document, briefly outlining the precinct meetings and the results of the joint board meeting, will be given to all participants, board members, and the TMMA. The Committee will also give the boards information as to how it will address the five goals that came out of the joint board meeting, including clarification if necessary, and a reporting of resources used and resources leveraged during the 2020 process. Some of the Committee members felt that they heard strongly from the boards that they wanted more feedback on a regular basis from the Committee. It was suggested that after each meeting, the board liaisons bring back to their boards quick bulleted information to keep them up to date. Committee Recruitment: With the impending absence of Alan Lazarus and John Bartenstein, individual names were proposed for recruitment as well as suggestions to get representatives from the Council on Aging, clergy, Citizens for Freedom, and Stand for Children.
