2020 Vision Implementation Committee
October 17, 2003 – Meeting Minutes
7:45 a.m. Selectmen’s Meeting Room
Members Present
: Fernando Quezada, John Bartenstein, Jeanne Kreiger, Peter Lee, Scott Burson, Peter
Enrich, Chuck Benson, and Alan Lazarus.
Others:
Jeff Goldberg, Elaine Sterzin, Candy McLaughlin, and Kerry Evans.
Minutes:
The minutes from the September 26, 2003, Implementation Committee meeting were discussed
and approved.
Reports:
Candy reported that, after a positive meeting with the School Committee earlier this week, the
2020 Committee has reported to all three boards and is now ready to schedule a joint board meeting in the
beginning of December. She has contacted Tony Siesfeld to potentially facilitate the joint meeting.
Public Meetings:
An update of confirmed dates and locations was provided to the Committee, with only
two precincts not confirmed. There was also an update regarding publicity and outreach. Letters, flyers,
and postcards have been mailed to Town Meeting members, organizations, committees, and boards, Town
businesses, and past 2020 participants. Peter Lee also updated the Committee on contacts with local
newspapers. The Colonial Times will be writing an in-depth story for their next edition. Updates on the
meetings will be posted on the TMMA list-serv, and it was suggested that a message from Hank Manz to
the TMMA list-serv would be helpful in gathering support for the meetings.
The outline of how the precinct meetings will occur was presented, with comments from last week’s
Process Subcommittee meeting. Discussion was held regarding the addition of another goal specifically
focused on affordability. Some in the group felt that any addition of goals should come from the
community during the process of these meetings. Another view was that affordability should be a
universal constraint throughout all the goals, not as a specific goal. Another member felt that
affordability should be limited to the political process and not used in this process to constrain the
community’s ideas and goals. Finally, others felt that affordability should be mentioned within the
financial context introduction at the beginning of each meeting. A consensus was reached by agreeing
that any goal surrounding affordability would not be put on the list prior to the meetings.
Each meeting will have a facilitator, and hopefully at least one Committee member on hand, to provide
the background of 2020 and the financial context and framework to start off the meeting. A brief
discussion was held of how to provide criteria to help the community narrow down the goals. Examples
and some suggestions will be put together and sent out to the group for discussion and comment.
