September 26, 2003 – Meeting Minutes

The minutes from the September 5, 2003, Implementation Committee meeting were discussed
and approved.

The presentation to the Board of Selectmen at their September 22 meeting as well as the information
th
presented at their goal setting meeting on September 24 was discussed. Three Selectmen are positive
about the 2020 process. The main issues brought up were that the process needs to show value for the
money spent on it and provide effective outreach to the community. The expectation from the Board is
that the Committee will report back after the community meetings take place in the Fall. There was a
suggestion to revisit the Selectmen in individual meetings before the joint board meeting takes place in
early December. It was also suggested that it might be a good idea to circulate the results of the
community meetings to the boards before the joint meeting since they will be asked to narrow down the
10-12 goals to a smaller number at that meeting.
Discussion was held about the outreach to specific groups in the community. It was agreed that these
groups would be used not for discussion purposes at this stage, but the Committee will go to these groups
for outreach and ask them to bring diverse members to the precinct meetings. The representatives from
the School Committee and the Planning Board were asked to confirm the dates that representatives from
the 2020 Committee will make a presentation. The 2020 process will be on either the agenda for the

October 8 or October 22 meeting of the Planning Board of which Peter Enrich volunteered to be part of

the presentation group, and will definitely be on the agenda for the October 14 meeting of the School
Committee, presented by Alan Lazarus. Chuck Benson, if he is available, will be glad to be part of either
of those presentation groups.
There was concern voiced that the committee needs to build consensus and make sure that the process is
“legitimate.” It is necessary to bring people into the process who are not normally involved. Concern
was raised that there was little to no connection with the business community. There is some contact with
the Chamber of Commerce and the Center Committee. The Committee will contact the new Executive
Director of the Chamber to see if and how she would like to be involved in the process.
Meeting logistics
Members of the committee will be in charge and facilitate the meetings. An opinion was raised that it
might be best to have committee, not staff in charge because it would give more credibility to the process
if it’s led by citizens. Whoever is in charge of each meeting needs to pick a date, time, and location and
coordinate scheduling the location. Staff will coordinate overall logistics. The “hosts” of the meetings
should use TMMA as a resource and connect with the TMMA Executive Committee for coordination and
outreach activities. Each precinct meeting will follow same format and have same questions, set stage
with financial context, layout previous goals, ask if any are missing, narrow down goals. A detailed
document will be created during next process subcommittee meeting. It was suggested that an “ideal”
crowd be established in order to set expectations and presentation formats for the individual meetings;
numbers from 12 – 30 were suggested.

The next step is to establish a facilitator for each precinct and create clear instructions for them. Alan
volunteered to work in Precinct 6 and Peter Lee and Fernando will work with Precinct 3. Candy and
Wendy will create and distribute talking points for the meetings with the TMMA officers.
