Minutes of January 24, 2003 Meeting

The minutes of the last meeting were approved with the corrections that Todd, rather than
Tom, was among those present, and that the line listing others should be deleted.
Wendy highlighted the changes in the final draft of the progress report. Productive
discussion about time frame, current budget issues, and type of input desired led to
rephrasing and reorganizing the questions on the feedback form. The suggestion was
made to move the public forum announcement to the back so it would show on the folded
mailer. Candy and Wendy will finalize the report, and it will be mailed townwide in
early February.
There was discussion of the purpose of a proposed joint board meeting (Board of
Selectmen, School Committee, and Planning Board). One immediate objective is to give
the board sponsors of the 2020 Vision process the courtesy of previewing the progress
report before it is mailed to citizens. More importantly, there is a life cycle of support for
strategic planning, and as members and circumstances change it is important to touch
base with the boards regularly. They need to reaffirm the importance of the process and
their commitment to it. The risks and opportunities were weighed, and it was decided not
to schedule a joint board meeting during the busy pre-Town Meeting time. Candy will
provide copies of the progress report for the packets of all three boards at their meetings
the week of February 3. There needs to be follow-up and reconnecting of individual
board members to the process -- perhaps ask them how they see their board's long-range
goals affected/helped/hurt by the 2020 process. Then, we need to find out when would
be a good time for a joint board meeting as a kickoff to the next phase of visioning and
goalsetting.
Thursday, March 6 was set as the date for the public forum. Candy referred members to
the list of public communications ideas and tasks attached to the agenda, and said she
would be looking for volunteers to help out.
The issue of 2020 Vision icons in the warrant, as was done last year, was raised and
discussed. The decision was made not to identify individual articles with an icon or a
specific connection to individual goals, primarily because there are so many citizen
articles this year. The list of 2020 Vision goals and recommended actions should go in
the back of the warrant again.
