Steering Committee Meeting – September 22, 2000

Call to Order
Approval of Meeting Minutes from July 22 and August 30
Discuss and Sign-Off on Draft Report
The committee extended its thanks to Wendy for her work on the draft report. The
reorganization of the draft report decided upon at the 8-30-00 meeting was discussed. It
was thought that, due to the reorganization, the environmental scan section no longer fit
well in the body of the draft report. After some discussion during which the benefits and
drawbacks of keeping the environmental scan section in the final report were weighed, it
was decided to remove the section. The impact of the removal of this section will be
mitigated by the presence of the environmental scan section in Volume II of the report
which has a full accounting of all the work done in the Working Groups.
The committee moved on to discuss the need for a richer section on goals and themes and
not so much emphasis on action items. However, there was some thought that to entirely
eliminate the action items would convey to the community and the Working Groups the
impression that the Steering Committee ‘wimped out’ of taking any concrete steps
towards implementation. This led to a discussion of the ease with which the action items
could be construed as plans to be enacted by the town. It is clear that there needs to be a
more explicit section of what, exactly, the Working Groups were designed to do.
Specifically, that the task of assessing the implementation of action items wasn’t part of
the Working Groups’ task, rather they emerged out of a brainstorming session
unconstrained by budgets or feasibility. Concerns were raised about the fact that some of
the action items listed by the Working Groups had already been done. It was decided to
leave them in the report in order to keep the process and the Executive Report consistent
with the results of the Working Group.
There were several details involving minor reorganizations and changes to the Executive
Summary.
Approve Schedule for Public Review and Comment
The committee approved two public meetings where the community will be able to offer
its feedback to the Steering Committee. The first will be on the evening of Wednesday,

October 25 and the second will be on Sunday, November 5. Both will be held at
Clarke School.
Review Tax Bill Insert
The tax bill insert to announce the completion of the 2020 Vision process was approved
with the modification that the insert should link already completed or in-progress actions
the town is or has taken toward achieving some of the Working Group action items.
