Steering Committee – December 17, 1999

The meeting was called to order and previous minutes were approved. Candy reported that she
will take the recent update given to the Board of Selectmen and convert it into the Steering
Committee’s submission for the Annual Town Report.
Report on Jan. 6 Working Group Orientation Meeting
Wendy and Suzanne presented a revised draft agenda for the Jan. 6 meeting. In addition to
comments from Peter Enrich and Fernando, Peggy Perry will present an overview of the 2020
Vision project and its history. After presentations and questions, participants will be asked to
break up into their assigned working groups. One of the first responsibilities of the working
groups will be to assign as chair someone other than the Steering Committee liaison. Staff will
send a postcard reminder to all potential Working Group members early in January. Before then,
liaisons will call people who have not yet responded to the recruitment letters.
Working Group Organization and Liaison Roles
At least one of the liaisons is asked to be present during the first meeting and assist with the
facilitation of the working group discussion and the identification of a chair. From then on, the
liaisons primary responsibility is to act as a resource to the working groups and a bridge between
the groups and the Steering Committee. Each working group also has the responsibility to fill in
gaps in representation where they exist and identify their own public outreach needs.
CPG Orientation and Organization
Wendy presented a draft CPG orientation agenda. One of the primary roles of the CPG will be
maintain contact with the working groups and validate the integrity of the process. It has been
designed as a forum for participants in the process to have their voices heard. The CPG will also
have a responsibility for developing outreach strategies and ensuring that the fingerprint of the
entire community is stamped on the process. The Steering Committee will have the
responsibility of organizing and directing the efforts of the CPG. One concern expressed by
Steering Committee members is that the CPG may become too passive if not provided a clear
and substantial role.
During the CPG orientation, participants will be divided up by the quadrant of the town in which
they live and asked to consider the question of how the groups will effectively act as a sounding
board for the entire community and find out what it feels.
