Steering Committee Ï May 28, 1999

Joe Brevard introduced his partner from Planners Collaborative, Ed Shoucair
Review minutes of previous meeting
Approved the last meeting minutes
Consultant Update
Joe Brevard discussed a list that summarized the work activities performed by Planners Collaborative
during the month of May.
Members of the Steering Committee inquired specifically about the telephone interviews conducted by
the consultant. Joe responded by saying that he would report to the Operations Subcommittee at next
weekÔs meeting and to the rest of Steering Committee with written documentation.
The issue of the stakeholders group was also raised. Joe mentioned that in his work, he used the
concept sparingly and thought about it mainly in terms of all town residents and business owners.
Members of the committee indicated that the notion of a ÑStakeholders GroupÒ was developed by the
Initiating Committee as a means of referring to some kind of constituent assembly and this mechanism
should be considered as the process is planned for this fall.
Issues Workshop
Joe Brevard summarized the ÑPreliminary Format for June WorkshopsÒ document and walked the
Steering Committee members through all of the stages of the June workshops. In their discussion,
committee members listed the following as the main goals of the workshops:
Assembling the charter group of constituents
Giving participants an opportunity to understand the path of the process
Developing a menu of issues from participant interaction
Framing the Issues Menu Discussions - The committee emphasized that in having participants develop
a menu of issues, the focus should be on breadth and not depth of issues. The committee recommended
that the focus on breadth be announced to participants at the beginning of each workshop to properly
frame them for the activities.
Facilitators - PC will be providing 4 facilitators at each of the workshops. Some interested Steering
Committee members have volunteered to fill facilitator roles should the workshop size require more
than four breakout groups. Facilitators will be responsible for consolidating and condensing the issues
menus.
Role of youth Ï In discussing the role youth might play in participating in the process, the committee
suggested a separate workshop for high school students, possibly in conjunction with an interested
political science teacher who would volunteer his or her class.
Report on RSVP Responses
To date, weÔve received 19 telephone responses. 7 people have committed to workshop I, 7 to workshop
II, 4 to workshop III and 1 to workshop IV.
Report on Contacting Underrepresented Groups
Now that workshop locations and time have been decided, committee members who have volunteered
to make contacts have the information to do so. The following groups are to be contacted by the
following committee members:
Minorities: Fernando, Peter L., Gerrie, Peter E.
Youth: Helen, Robin
Political Outsiders: Peter E.
The committee agreed that the letter and Q&A sheet should be sent to Town Meeting members to
inform them of the progress of the effort.
Task Reminders
Joe will send Candy by email by Wednesday afternoon (6/2) the draft issues menu that will be
presented at the workshops. Candy will email it out to the Steering Committee by the end of the
day Wednesday, providing the opportunity for quick feedback before next FridayÔs Operations
Subcommittee meeting.
