HomeMy WebLinkAbout2001-11-16-2020-min (Implementation Committee) 2020 Vision Implementation Committee Meeting Minutes November 16, 2001 Members Present: Fernando Quezada, Nancy Wilson, Peggy Perry, Bernard Harleston, Ellie Epp, Chuck Benson, Peter Enrich, Sherry Gordon, Alan Lazarus, Jerome Smith Staff: Rick White, Candy McLaughlin, Kelly McKay Zeoli Call to Order Approval of Minutes The minutes from the October meeting were approved with one addition by Ellie Epp. Ellie wanted a statement that Joanne Benton said she would devise a scale to measure goals and objectives added to the minutes. Town Staff Report: Rick explained how the staff took the 2020 Vision inventory and conformed it to the comprehensive plan matrix. The main goal is to institutionalize the 2020 goals into the budget process. The Senior Management Team is also working on tying performance measures into the goals – Rick hopes to have this done by January. Education Subcommittee Report/Role of Committee. Ellie said that everyone on the Education Subcommittee is still not altogether sure what it is supposed to do. Chuck thought that was indicative of the overall group, because the Implementation Committee doesn’t want to be another oversight committee. Peter said that ultimately the group is a Selectmen’s committee and it needs to come up with more concrete measures to assess whether or not the goals are being met. Rick doesn’t see the IC as an oversight group, but a group that gives legitimacy to the town looking beyond 1 to 2 years. Fernando then said that part of the group’s role is assessing tradeoffs: future thinking and foresight and the conflicts that are there. Membership. Rick said that he is still waiting for an answer from his business contact about joining the IC. Communications for Town Meeting. Before Town Meeting it is necessary to identify what the committee has accomplished and to keep that information in front of people. Rick said the town staff would put together a report showing this and also showing what the committee plans to do. There will also be some indicators in the warrant identifying how the articles fit with 2020. Some suggestions for the warrant are an index relating the articles and 2020, a 2020 icon at the article, or a sentence in the article description stating that it relates to 2020. Peter believes that the committee should make the themes and any “report cards” available to Town Meeting members. Alan suggested a graphic presentation of 2020 Vision goals and actions for the TMMA information booklet. Communications with the Public. Report to Selectmen – The committee needs to think about how substantive this report should be at this time. It would be good to have as many IC members there as possible when the report is given. Town Report – What should be included in this? Candy will arrange for a photographer for the next meeting. Website – What, other than reports, should go on this website? The town is not yet ready to have an interactive website, but will evaluate the issue in the spring. Peter said that the committee should think about what “wish lists” it has, and Rick said that the town also needs to consider what service standard it can keep up or meet. Future Meeting Schedule December 14 Peter will not be able to meet on Friday mornings after the first of the year. Adjourn Submitted, Kelly Zeoli
