HomeMy WebLinkAbout2001-10-26-2020-min (Implementation Committee) 2020 Vision Implementation Committee Meeting Minutes October 26, 2001 Members Present: Fernando Quezada, Nancy Wilson, Peggy Perry, Ellie Epp, Chuck Benson, Tom Harden, Todd Burger, Sherry Gordon, Tony Siesfeld, Alan Lazarus, Peter Enrich, Helen Cohen Staff: Rick White, Candy McLaughlin, Kelly McKay Zeoli Call to Order Approval of Minutes The minutes from the September 21 meeting were approved. Updates: Town Staff. Rick spoke of how the senior managers, at their retreat, inventoried the 2020 vision objectives and themes and examined the interdepartmental connections. They hope to integrate the goals into the budget. Rick will try to get someone from DPW or planning to come to a meeting and explain the department’s actions how those actions relate to 2020. Peter thought that the committee should look at a goal and have representatives from departments who are working on that goal report to the IC. Education Subcommittee. Ellie said that at first the ES members were acquainting themselves with the school admin system and how it works, but now they are shifting their relationship with the schools. They want to make sure that the schools follow and implement the 2020 themes, goals, and objectives. She also reported that Joanne Benton is very interested in working with the 2020 committee and said that she would devise a scale to measure goals and objectives. The ES is now beginning to look at lifelong learning, including pre-school and education for adults. Comprehensive Plan. They recently had their second public meeting and are working on four specific elements – housing, land use, economic development, and cultural and historical resources. The committee got a positive reaction on what they laid out from the people at the meeting. However, they need to move their findings from consultant and staff ownership to board and community ownership. Their goal is to finish the four elements by the end of the year and move on to new elements in 2002. Chuck brought up the point that is reaction at a public meeting a good way to gauge consensus? Few people come to them and those that do may not be representative of the broader public. Todd then said that people do not always understand the significance of public meetings and what each meeting means in the long run. Ellie also pointed out that not all meetings are well publicized. Operations Subcommittee Report. Candy spoke of how the OS agenda was framed around the four main roles of the Implementation Committee: ensuring that the processes exist so that each objective has at least one department that “owns” it and is working on it; ensuring that the measures for the actions relate to achieving the goals; monitoring and reporting progress; and surveying that what 2020 is doing is still in line with the possibly changing beliefs of the residents (do a bi-annual survey?). The OS also talked about communications with the public and the membership of 2020. The OS thinks that there should be at least one person representing the business community. Communications with the Public. November report to BOS – Peter said that the selectmen would like to know: Background – numbers of themes, the objectives etc. (reminder of 2020) o Update on what has happened/is happening o Look at where 2020 is going o Explanation of how 2020 has influenced the town so far o Processes to see whether or not 2020 really is working o Mailing to 2020 Alumni/ae – This would be a letter thanking and updating people who participated in the 2020 process but are no longer involved. It would stress that they are not expected to participate anymore. Design TM agenda within the context of 2020 vision – Rick said that he hopes to do that for TM in 2002. This would show the relationship between 2020 initiatives and what is discussed at TM. Sherry warned of moving too fast on this, because people generally like to have a lot of time to accept something new. Updating of Website – The website should be updated with different reports, articles (10/25 Minuteman), history of process, FAQs etc. Chuck said that the IC needs to give the residents a reason to actually look at it though, because people will not just go look at it otherwise. One idea was to put out a monthly or bi-monthly question for residents to comment on. Sherry also thought that 2020 should make its website address a “tag” line and mention it in every publication, outreach piece, etc. Minuteman Articles – An article was published in the Minuteman on 10/25 briefly explaining what 2020 has been doing. Community Access Channels – Sherry mentioned publicizing 2020 and the website on these channels. Future Meeting Schedule November 16 December 14 Adjourn Submitted, Kelly Zeoli
