2020 Vision Implementation Committee
Meeting Minutes
July 13, 2001

Call to Order
Approval of Minutes
The minutes from the June 15 meeting were approved.
Town Staff Inventory/Plan.
Rick said that the inventory shows how each town
department’s projects and objectives fit in 2020 Vision’s themes and that it is a good tool
for the implementation committee to use in deciding its future projects. He said that the
Town and BOS will look at all of 2020 Vision’s recommendations and projects, but it is a
reality that the Town will not be able to implement everything due to limited human and
fiscal resources.
Peter would like to see some information from the school department. Bernard and Ellie
reported that the education committee’s meeting with Joanne Benton went very well.
They said she was open to their questions and working with them. They handed out their
list of questions, and it was noticed that none of the questions focused on
interdepartmental projects. The education committee will meet with Benton again and
should be ready to make a report in the fall.
The implementation committee should also look at the inventory and projects with
respect to various community groups to see how they might fit in the picture and get
involved.
Implementation Committee Priorities.
Chuck believes that the committee needs to
keep its overall strategic focus and not become mired in details or an advocate for
subgroups like the schools. It was also not the intent to create additional oversight
committees for the schools or planning boards.
Peter said that since the education committee will be ready to report soon, the
implementation committee will need to decide what the next subcommittee will be and
that it would be good to have subcommittees in overlapping phases.
Measurement and Reporting Considerations.
Even though there is a lot happening,
that does not mean that there are appropriate benchmarks for measuring or quantifying
reasonable goals. The implementation committee needs to think about how to approach
and develop benchmarks.
Communications with the Public.
Fernando said that the committee should look at the
web page to see how it could better suit the committee’s purposes.
Next Steps.
Rick suggested the implementation committee look at one component of one
theme (not schools or land use) and figure out how it could be used as a comprehensive
operational model or template for solving other critical issues. Also, e-mail Ellie any
additional questions for Joanne Benton.
