December 13, 2002 – Meeting Minutes

Call to Order
Chair Quezada called the meeting to order at 7:56 am.
Minutes
The minutes for the November 8, 2002 meeting were presented for approval. Without
objection, the minutes were approved.
Town Report
Candy McLaughlin passed out the draft of the Vision 2020 section of the 2002 Town
Report. After several minor revisions, the committee approved the report as amended.
Update on Process
Candy started with the update with the 2020 Vision Progress Report. She said that staff
viewed the progress report as a three-layer sandwich. The first layer consists of a
brochure, summarizing the accomplishments of the plan and committee so far and giving
an idea of what is to come. The second layer of the sandwich consisted of a handout that
detailed one page for each of the goals in the plan. The third and final layer consisted of a
detailed analysis of each action and utilizes the matrix found within the existing plan and
further refined by staff. Wendy Rundle then reviewed the matrix, its formatting and
potential designs for the brochure component of the progress report.
Several committee members were concerned about the cost of reproduction of the report.
Jerome Smith said that although businesses could pay for it, that many feel they pay too
much in taxes and do not receive enough services from staff. He also questioned some of
staff’s rankings concerning progress. Peter Enrich said that there was a far different
perception about progress on the goals of 2020 vision and in service delivery between the
community and staff. He thought that any progress report should show a fair assessment
of achievements made while being accepting of both attitudes. Fernando Quezada stated

that we must show the commitment to integrated thinking on behalf of the Town staff,
Schools staff and the community. Tom Harden suggested adding a column to show where
we want to be in the future in regards to each goal.
The conversation next shifted to performance measures. Peter Enrich stressed the need to
connect the performance measures developed organization-wide to 2020 vision. Sherry
Gordon agreed, stating that performance measures should demonstrate “money well
spent.” Peter summarized the report in one sentence: “We do a pretty good job, but God
we have a long way to go.” Rick White said that the progress report should read and
flows like a People Magazine piece. There is danger inherent in anyway information is
presented, but the overall goal is to simply state what we have accomplished as an
organization and as a community so that people feel good.
The committee recommended that another column be added for interim steps
completed/taken and that the dots go to more of a thermometer like record of showing
progress. A column showing nothing but comments was also strongly recommended.
The final discussion surrounded on when the document should be distributed. Meetings
with the Board of Selectmen and the School Committees should be held around the first
week of February. The report should go to the newspaper and the web after that point in
time, culminating with community forums after the Board of Selectmen election in
March or April.
