HomeMy WebLinkAbout2017-01-23-BLMNCD-minMeeting Minutes, FINAL Neighborhood Conservation District Study Committee meeting Byron, Lockwood, Mass Ave Area Jan. 23, 2017 Convened at 7:30pm, Ellen Stone Room, Crary Hall, Lexington MA Present: David Kelland, Historical Commission; Richard Canale, Planning Board; Chris Neurath; Donna Moultrup. Absent: Richard Goldhammer Richard Canale explained that NCD needs website on Town's website. Said should talk with Diane Pursley of Turning Mill NCD. Minutes of meetings go to Town Clerk after approval. Planning Dept. administrator Laurie Kaufmann will handle NCD documents. NCD will have a box with all public materials. David Fields (of Planning Dept) can prepare a draft map of the district. NCD will have to notify everyone in the district. Discussion of choice of officers. Unanimous vote for Chairperson Donna Moultrup, Vice Chair Richard Goldhammer (pending his acceptance), Secretary Chris Neurath. Discussion of upcoming schedule for meetings and and milestones. We will try to be ready with proposal that could go before a Fall Special Town Meeting. Suggested we work backward from 1St week of June because NCD Study Committee will need to have a draft final report for a public hearing in June. Discussed preparation of justification materials for why neighborhood should be a NCD. Historical Commission has an inventory which includes architecturally significant houses in Historic Districts and the rest of Lexington. Discussion of guidelines for what is reviewable and what is exempt. In general, an NCD could make reviewable any change visible from a public way or public property. Public property would include Town Conservation Land. Public Way would include Minuteman Bikeway. Mass. D.C.R. has heritage landscapes programs, which deals with things like vistas, trees, and stone walls. Freedom's Way Inventory. Many towns are involved in this. ( ?) Next NCD meeting scheduled for Feb. 6, 7:30pm. Denton Rd NCD in Wellseley has criteria in their bylaw that are worth looking at for ideas for our NCD. Meeting concluded at 8:45 pm.
