COMMUNICATIONS ADVISORY COMMITTEE
MINUTES OF THE MEETING OF JANUARY 19, 2017
Call to order.
CAC Chair Kenneth Pogran called the meeting to order at 6:37 PM in the
Parker Room (G-15) of the Town Office Building, 1625 Massachusetts Avenue.
Members Present:
Ken Pogran, Chair; David Becker, Dave Buczkowski, Smita Desai,
Dorinda Goodman, Steve Iverson, Rita Vachani
Members Absent:
Nick Lauriat, Ben Moroze.
Quorum:
A quorum of members was present.
Others Present:
No one else was present

1.Approval of Previous Meeting Minutes.
The minutes of the meeting of December 15, 2016 were unanimously approved.
2.Carrier Reports
No carriers were present, although Tom Steel of RCN sent a report to the chair via
email prior to the meeting.
a.The chair reported that there was nothing new on the license transfer.
b.RCN has the responsibility to initiate action on the local hub location amendment.
They believe only two changes will be needed in the license. Notifications are
expected go out by March.
c.RCN has ordered the equipment for two more HD PEG channels for LexMedia.
3.Chairman’s Report
a.NBC transferred their local television outlet to a new station on the first of the
year. Subsequent changes in channel numbers on Lexington’s cable operators’
lineups have caused temporary subscriber confusion, which should be cleared up
in the next several days.
b.All CAC members are reminded that they are required to renew State conflict of
interest training within the next month
c.Recent Town staff changes include Carolyn Kosnoff, our new Assistant Town
Manager for Finance, who has replaced retiring Rob Addelson, and new
Selectmen’s Clerk and Assistant Clerk
d.Note that February 16 CAC meeting does not conflict with school vacation week
e.Mr. Pogran plans to send letters to the Town Manager and Superintendent of
Schools asking whether they have needs that might be met in the RCN Renewal
License, effective July 1, 2019
f.Draft RFP for Town center communications tower is almost ready for release
4.LexMedia update
Deferred; Ms. DelSanto was not present.
5.Cable operator finances
Mr. Becker reviewed how cable operator payments to the Town are calculated.
6.Wireless services update
Mr. Pogran reported that the Town’s RFP for a communications tower near the Police
Station is almost ready for release.
7.Town IT update
Ms. Goodman had nothing to report.
8.Wireless applications
No applications are currently in process
9.Complaints
There were no cable television complaints in November or December 2016, and none
so far in January 2017.
10.New Business
No new business was brought up at the meeting
11.Adjournment
The meeting was adjourned at 7:52 PM.
