Lexington Housing Partnership MeetingMinutesforThursday,January14,2016 Attendees:HarrietCohen,PaulLinton,JeriFoutter,BobPressman,MelindaWalker,MaryHaskell, BetseyWeiss Absent:JoePato,NancyCorcoranRonchetti,WendyManz Guests:DesireePelletier,AmericorpsVolunteer,MetroWestCollaborativeDevelopment ThemeetingwaschairedbyMelindaWalkerandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:40pm. 1.ApprovalofmeetingminutesofNovember5,2015andDecember3,2015 ThereviewoftheminutesfromtheNovember2015meetinghasbeendelayed.Thevoteonthe NovemberminuteswillbetakeninFebruary.Ms.WalkercalledforcommentsontheDecember minutes.Therewerenone.Ms.WeissmovedapprovaloftheDecember2015minutesandMr. Pressmansecondedthemotion.Themotionwasapproved. 2.ReportonprogressondevelopmentofSeniorHousing/Walker Ms.WalkerreportedontheSeniorCenterspacethatwasvacatedwhenthemovetothenew CommunityCenter.Thespaceisdeedrestrictedforsenioruses.CarolKowalski,AssistantTown ManagerforDevelopment,wantstodevelopseniorhousinginthespace.CarolmetwithCaileen Foley(newdirectorofLexingtonHousingAuthority)andwiththefirechief.Thefirechiefsaidthe MuzzeyApartments,boththecommonareasandeveryapartment,areinviolationoffirecodes. TheTownwillnotmoveforwardwithplansforthespaceuntilthefiresafetyissuesareresolved. 3.ReviewofCPAfundingrequestsfor2016ATM/Pressman Mr.PressmansaidthatCPCvoted$180,000forLexHABtobuytheaffordableunitattheKeeler subdivisionandthedeveloperagreedtoselltheunittoLexHAB.LaterinformationfromJennifer (MWDC)wasthatHOMEfundswereavailableforthispurpose.IftheHOMEfundsareavailable,the CPCwillrescindtheallocation.Ms.PelletierwillcheckwithMs.Jennifertoseeifsheisapplyingfor theHOMEfunds. TheCPCapprovedtheLexingtonHousingAuthorityproposalforapproximately$300,000forGreeley Villagebackdoorandbackporchproject. 4.ReportonResidentialPolicyCommittee(RPC)/Foutter Ms.FoutterupdatedtheLHPontheRPCactivities.Sheprovidedtheflyersthatarebeingdistributed toadvertisethesecondpublicworkshoponresidentialpolicyinitiatives.ItwillbeheldonThursday, January21atBattinHallinCaryMemorialBuilding. TheRPChasdevelopedanumberoffiveproposedarticlesbasedontheinputfromthefirstpublic workshopinMayandtheproposedarticleswillbereviewedatthesecondpublicworkshopnext Thursday.ThecurrentplanistomoveforwardwiththeseatTownMeeting. Theproposals: NeighborhoodConservationDistricts MaximumHeightofDwellingsNearLotLotsΑifthefrontlotlineis50feetorless,thenthe Lexington Housing Partnership maximumheightwillbelowerthanthecurrentЍЉmaximum. FloorAreaRatio:proposingthe80%rule:80%ofpreviouslybuilthomeswouldhavemetthe FARrequirementshadtheybeeninplaceatthetime. AccessoryApartments TwoFamilyDwellings:allowtwofamilyhousesbyrightinadditionalareasintown. Concernsexpressedatthefirstmeeting: Preservationofneighborhoodcharacter Limitsizeofhousesbeingbuilt Preservingdiversityinthesizingofhousing 5.DiscussionofroleofLHPre:LexHAB discussionatthepreviousmeeting. TheLHPhadabriefdiscussiontofollowuptheindepth 6.ReviewofLexHABactivities/Pressman Mr.PressmansaidthatthefloorhasfinallybeenlaidattheFairviewhouse. ThepurchaseatWrightHousehasbeendelayedbythefindingofcontaminantsontheproperty. TheBoardofSelectmenhashadthreeexecutivesessionmeetingsonthesubjectrecently. 7.PlansforAnnualTownMeetingandPartnershipPlansfor2016 TheLHPagreedthatthemeetinginFebruarywouldbeprimarilyaplanningmeetingforbothAnnual TownMeetingandfortheLHPplansforthecomingyear. 8.Setnextmeetingdate ThenextLHPmeetingwillbeonFebruary24,2016at7:30pm. 9.Meetingadjournment Ms.Weissmovedthatthemeetingbeadjourned.Ms.Foutterseconded.Themotionpassed unanimously.Themeetingadjournedat9:49pm.
