Lexington Housing Partnership MeetingMinutesforThursday,Nov.17,2016 Attendees:BobPressman,MelindaWalker,MaryHaskell,JeriFoutter,HarrietCohen,BetseyWeiss Absent:PaulLinton,NancyCorcoranRonchetti,WendyManz,JoePato Guests:ElizabethDeMilleBarnett,AICP;BillKennedy;PatCostello;BettyBorghesani;IngridKlimoff ThemeetingwaschairedbyMelindaWalkerandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:34pm. 1.ApprovalofminutesofOctober27,2016 Ms.WeissmovedapprovaloftheOctober27,2016minutesandMr.Pressmansecondedthe motion.Themotionwasapprovedwithfourinfavorandoneabstention. 2.PresentationontheSeniorHousingDevelopmentinthetownofCarlisle,Ma./Barnett Ms.BarnettprovidedaveryinformativepresentationastohowthetownofCarlislecreatedasenior housingdevelopment.Theworktocreatethehousingdevelopmentrequiredexpertise,persistence, andongoingoutreachtotheCarlislecommunity.Ms.Barnettalsoprovidedsomeinsightsand suggestionsastohowLexingtonmightmoveforwardwithaseniorhousingdevelopment. 3.DiscussionofLexHABactivities/Pressman Mr.PressmansaidthenextLexHABmeetingisFridaymorning,Nov.18. 4.Updatesonprojectsandproposalswithaffordablehousingimplications/All Mr.PressmanreportedthatatlastǞĻĻƉƭCommunityPreservationCommittee(CPC)meeting,Carol Kowalski,AssistantTownManagerforDevelopment,proposeda$25,000studyforwaystousethe StoneBuilding.TheCPCmemberssaidtherehadbeenpriorstudiesregardingtheStoneBuilding, includinga2009studythatassessedthecostofrenovationfortheStoneBuildingat$1.85million. CarolKowalski,AssistantTownManagerforDevelopment,hassubmittedarequestformoniesto supplementpreviousCPAappropriationsfortheWrightFarmProject. Mr.PressmanaskedMs.CarolKowalskiastowhethertheTown,forexamplethePlanning Department,couldseekCPAfundsforplanningforhousingontheLearyparcel.Thelandwasset aside8yearsagoforaffordablehousingandnoprogresshasbeenmadetowardsthatgoal. TherearesubstantialproposalsbeforetheCPCforrecreationandhistoricpreservation,sothe amountavailabletoaffordablehousingbeyondthemandated10%isshrinking. 5.UpdateonproposedchangestoBoardcharge/Walker wouldbecomealiaisoninsteadofavotingmember. Ms.WalkercalledBillKennedyandaskedifhe Heagreed.Ms.WalkerwrotealettertotheBoardofSelectmen(BOS)toaskforachangeinthe Partnershipchargeto9votingmembers,downfrom15members.TheBOSonlyrecentlyreceived theletterandhasnotyetresponded. 6.ConsiderationofaletterfromtheBoardtotheBOS/Pressman Mr.PressmanrequestedconsiderationofalettertotheBOSaskingforamoreaggressiveapproach toaffordablehousing.TheBoardinsteadagreedtorecommendtotheLexingtonHousing Lexington Housing Partnership FoundationthattheFoundationdevelopaproposalforsubmissionfirsttotheBOSandthentothe CPCforworkrelatedtoaffordablehousing. Ms.FoutterrequestedtimeatthenextLHPmeetingtodiscussandprioritizeproposalsforwork relatedtoaffordablehousing. 7.NewBusiness atleastoneoffourliststorequestoccupancyfortheFairviewsite.Thelottery 78householdsareon willneedtobererunbecausethetimeperiodbetweenthelotteryandthemoveindatehas exceededthepermittedamountoftime.ThecurrenttargetdateforoccupancyatFairviewis January,2017. 8.Setnextmeetingdate ThenextLHPmeetingwillbeonThursday,December15at7:30p.m. 9.Meetingadjournment Ms.Weissmovedadjournment;Ms.Fouttersecondedthemotion.Themotionwasapproved unanimously.Themeetingwasadjournedat9:40p.m.
