HomeMy WebLinkAbout2016-03-24-BASS-minBoard of Assessor's Meeting Regular Session Minutes March 24, 2016 A Meeting of the Board of Assessors was held on March 24, 2016 at 8:45 a.m. located in the Captain Parker Meeting Room G -15 of the Town Hall Office Building. In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, Member, Robert F. Lent, Director of Assessing, Michael Golden, Residential Field Manager /Assistant Assessor and Sandra Pentedemos, Office Manager /Administrative Assessor. Upon motion duly made and seconded, the Board of Assessors roll call 3 -0, began at 8:55 a.m. Consent Agenda Public Comment Time: Town Manager, Carl Valente presented discussion on the March 2016 Town Meeting Article for the proposal of rezoning and use expansions of a parcel, ownership Brookhaven. Brookhaven currently has a Pilot agreement with the Town of Lexington for taxation. Carl Valente asked the Board of Assessor's to define the taxable status of all 900 classification use properties, exempt of taxation in town and their infrastructure uses. Director of Assessing, Robert Lent commented, the valuation process for Fiscal Year 2017 is undergoing. Exempt properties (3ABC) returns and Income and Expense (I &E) reports will be reviewed during the process. There were no impact discussions of Financial Issues including Overlay as listed on the Agenda. Upon motion duly made and seconded, the Board of Assessors went into Executive Session at 9:30 a.m. to discuss the items listed on the Agenda. Executive Session The Board reviewed and discussed eleven (11) Fiscal Year 2016 Real Estate Abatement Applications: • Motion to approve, was made and seconded, to abate the eleven (11) FY2016 R.E. Abatement applications. The Board reviewed and discussed three (3) Fiscal Year 2016 Statutory Exemption Applications: One (1) Clause 41A Tax Deferral Exemption One (1) Clause 37A Blind Exemption One (1) Community Preservation Surcharge Chapter44B Exemption • Motion to approve, was made and seconded, to exempt the three (3) individual FY2016 Exemption Applications. The Board, reviewed and discussed a settlement of a Fiscal Year 2014 Appellate Tax Board Appeal: • Documents were presented by Director of Assessing, Robert Lent for the case. • Motion to approve, was made and seconded to prepare settlement proposal for the FY2014 Appellate Tax Board Appeal. The Board reviewed and discussed various Appellate Tax Board dockets prior to ATB hearings. Upon motion duly made and seconded to adjourn the Executive Session at 11:10 a.m. and return to the Regular Session of the Meeting. The Board postponed the review and discussion of the Meeting Minutes of March 3, 2016 until next scheduled Meeting. The next scheduled Meeting will be held on March 31, 2016. There being no other business a motion was duly made and seconded at 11:10 a.m. to adjourn the Meeting.
