HomeMy WebLinkAbout2016-03-31-BASS-minBoard of Assessor's Meeting Regular Session Minutes March 31, 2016 A Meeting of the Board of Assessors was held on March 31, 2016 at 8:45 a.m. located in the Captain Parker Meeting Room G -15 of the Town Hall Office Building. In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, Member, Robert F. Lent, Director of Assessing, Michael Golden, Residential Field Manager /Assistant Assessor and Sandra Pentedemos, Office Manager /Administrative Assessor. Upon motion duly made and seconded, the Board of Assessors roll call 3 -0, began at 8:55 a.m. Consent Agenda Public Comment Time: Michael Golden, Residential Field Manager /Assistant Assessor presented a question to the Board as to whether a property owner of a historical structure should be exempt of the Community Preservation Act Surcharge? The Board of Assessor's do not make the policies or decision making with the Community Preservation Act, Chapter 44B as described. They felt this would require a legislative decision to amend the current law or of local town bylaws with the Board of Selectmen. There were no attendees. There were no impact discussions of Financial Issues including Overlay as listed on the Agenda. Upon motion duly made and seconded, the Board of Assessors went into Executive Session at 9:15 a.m. to discuss the items listed on the Agenda. Executive Session The Board reviewed and discussed three (3) Fiscal Year 2016 Statutory Exemption Applications: One (1) Clause 41A Tax Deferral Exemptions One (1) Statement of Entries to be recorded for the Tax Deferral were signed and notarized. Two (2) Community Preservation Surcharge Chapter 44B Exemptions Continued: Board of Assessor's Meeting Regular Session Minutes March 31, 2016 • Motion was made and seconded, to approve the three (3) Statutory Exemptions The Board reviewed and discussed thirty -one (31) Fiscal Year 2016 Real Estate Abatement Applications: • Motion was made and seconded to approve, thirty -one (31) Real Estate Abatements The Board reviewed and discussed thirteen (13) Fiscal Year 2016 Personal Property Abatement Applications: • Motion was made and seconded to approve the thirteen (13) Personal Property Abatements There were no Appellate Tax Board Appeals to discuss. The Board postponed reviewing and discussing previous Meeting Minutes. Upon motion duly made and seconded to adjourn the Executive Session at 11:25 a.m. and return to the Regular Session of the Meeting. The next scheduled Meeting will be held on April 7, 2016.
