Selectman’s Tax Deferral and Exemption Study Committee
A meeting of the Tax Deferral and Exemption Study Committee was called to order at 5:05 PM
on October 20, 2016 in Room 111, in Lexington Town Hall.
Members present were: Vicki Blier, Pat Costello, Dick Bair, potential member Nicola Rinaldi,
Selectman liaison Norm Cohen, and Appropriation Committee liaison John Bartenstein. Bob
Pressman, 22 Locust Ave., an observer, also participated
The Committee’s draft charge from the Selectmen, sent out in July 2016, was discussed. In a
new paragraph added to the Committee’s charge “Special Project Work”, a list of examples of
Committee work did not include reference to Clause 41A Deferrals. Members of the Committee
will contact the Selectmen informally to get these elements of the Committee charge clarified
before the next meeting
Potential topics for the Committee’s Work Plan were discussed:
1.Prepare a tax envelope “stuffer” to describe available tax deferral and exemptions
programs for inclusion with the 2017 Lexington real estate tax bills to be mailed in late
December
2.Discuss with Selectmen whether they desire Committee members to contact officials in
other municipalities to ascertain if there is general interest in a means tested senior tax
exemption program patterned after the Sudbury program
3.Ask Representative Jay Kaufman if he intends to refile his bill on senior tax exemptions
in the legislative session starting in January
4.Clarify if the Selectmen wish the Committee to update the 2006 Committee report on
residential exemptions in the next several months
Other action items from the meeting: Pat agreed to send John Bartenstein an electronic copy of
the 2006 residential exemption report; and Vicki and Pat agreed to meet and prepare an agenda
for the next Committee meeting which is not yet scheduled.
The meeting adjourned at 6:40 p.m.
